随着全球建筑市场的快速发展,EPC模式已经成为国际上最为流行的承发包模式之一,并在工程庞大且工艺复杂的石油(天然气)化工、冶金及电力工程中具有独特的管理优势。近年来,我国建筑施工企业在EPC总承包方面也进行了大量的实践和探索,但与国外成熟的EPC 总承包管理水平依旧存在较大的差距,亟需提高自身项目管理水平才能适应国际和国内建筑市场的发展。    本文在分析国内长输管道项目建设管理现状的基础上,对比了国内外同类项目应用EPC模式存在的差距,并指出EPC模式在长输管道工程招标、设计、施工以及竣工验收中存在的问题以及影响EPC模式管理目标得以实现的因素,得出了不能依赖传统的EPC模式承担长输管道工程施工与管理。同时,结合国内长输管道项目的建设与管理特点,提出了“业主+监理+EPC”模式,以克服国内建设项目管理体制及管理水平等方面的问题。“业主+监理+EPC”模式通过引入监理工程师,一方面有效解决了业主在项目中扮演的“业主+监理”角色;另一方面,协助业主对项目质量、进度等方面进行把控,有效避免了业主与EPC单位在质量管理中的分歧。    通过分析“业主+监理+EPC”模式的特点,在综合考虑我国长输管道项目建设特点以及长输管道企业实际情况,从管理结构、管理职责、控制体系等方面建立了该模式的体系方案;从合同管理、PDCA循环管理等方面建立了运行方案,提出了把最优工程理念贯穿在整个工程建设过程、推行责任工程师制度等方面的建议。最后,结合“业主+监理+EPC”模式在某长输管道项目在合同管理、设计管理、物资管理及施工管理等方面的应用,分析了其管理成效及存在的问题,并提出了改进建议。结果表明,“业主+监理+EPC”模式在国内地方长输管道建设中取得了很好的应用效果,在国内类似长输管道建设与管理中具有可借鉴的意义。

ABSTRACT    With fast development of global construction market, EPC model has become one of the most popular contract models during the word, which has unique advantages in managing project of oil (and gas) chemical, metallurgical and electrical engineering that with large quantities and technically complicated. In recent years, construction enterprises of our country did a plenty of practice and exploration on EPC mode, whereas there still has a large gap when compared with the mature management level of EPC mode of foreign countries , in order to adjust to the development of construction market both at home and aboard we need to improve the level of project management.    This paper points out that the problems of long-distance pipeline project under EPC model during the stage of bidding, design, construction and check before acceptance and the factors which are related to whether the management target of EPC model can be achieved. and contrasting the gap of the similar projects between our country and foreign country of long-distance pipeline project, drawing a conclusion that the construction and management of long-distance pipeline project can not depend on traditional EPC model. Meanwhile, the paper proposes the construction model of owner + supervisor+ EPC, combing with characters of the construction and management process of long- pipeline project, in order to solve the problems in management system and level. Owner + supervisor+ EPC model by the way of leading in supervisors. On one hand, making clear the character of the owner which is owner+ supervisor. On the other hand, helping the owner to control the quality and progress of the project, avoiding divergences between owner and EPC company in quality management.    This paper builds the system and scheme of the model in aspects like management structure, management responsibility, controlling system by analyzing the characters of Owner + supervisor+ EPC model , based on the construction features of long-distance pipeline project in our country and the current conditions of long-distance pipeline enterprise. Making operating design in aspect s of contract management and PDCA management. Suggesting that applying the idea of optimization construction to the whole construction process, implementing the system of engineer responsibility. At the end of this paper , analyzing the management effectiveness and existed problems of the model by discussing the long-distance pipeline project which under the owner + supervisor+ EPC model in aspects like contract, design, equipment and materials procurement and construction management, proposing suggestions for improvement. Eventually the result shows that the owner + supervisor+ EPC model achieves a good application effect in the local long-distance pipeline construction of our country and has a referential significance to the construction and management of the projects which are resemble to long-distance pipeline construction in our country.
