随着世界经济的迅速发展，企业之间的竞争不再是单纯的资本比拼，已经升级到综合管理上的竞争，每个企业所面临的首要问题都将是向管理要效益。科学高效的企业经营管理方法开始被世界各国及企业所关注，希望可以借此提高企业管理水平，实现企业的效益最大化，为经济的迅速发展提供可靠保障。我国企业要发展，就必须从传统的经验管理方式向科学高效的现代管理方式迈近，在管理上不仅要重视提高企业效率和效益，更要重视如何调动员工积极性。上个世纪80年代目标管理适时导入我国，并且得到了广泛的应用，满足了我国企业管理改革与提升的需要。 论文在阐述了目标管理概念、特点、运行程序和七里村采油厂所处经济环境的基础上，以该厂作为对象进行研究，其面对的是一个充满激烈竞争的经济市场，除了通过加快技术创新、提高开发水平等方式提升企业核心竞争力外，更要注重运用包括目标管理在内的先进的管理理念和方法来提升自身管理水平。通过对七里村采油厂目标管理工作的分析和研究，发现了目标管理在该厂的实际应用中存在目标体系设计不系统、绩效评价标准和程序不规范、绩效评价的作用发挥不到位、有考核无反馈或反馈不及时等问题。对其根源进行分析，可以把造成上述问题的原因归纳为：对目标设计的工具和方法运用不到位、主观认识上错位、对目标设计流程不够重视、员工没有参与评价标准的制定、没有充分利用绩效考评结果等。针对七里村采油厂在目标管理工作中所出现的问题及其根源，论文提出了相应的解决措施。并且，以上问题不仅存在于七里村采油厂，在我国大多数国有企业中都有所体现，希望本文可以为我国国有企业的目标管理改进提供一些可靠的理论依据。
