随着世界经济的迅速发展,企业之间的竞争不再是单纯的资本比拼,已经升级到综合管理上的竞争,每个企业所面临的首要问题都将是向管理要效益。科学高效的企业经营管理方法开始被世界各国及企业所关注,希望可以借此提高企业管理水平,实现企业的效益最大化,为经济的迅速发展提供可靠保障。我国企业要发展,就必须从传统的经验管理方式向科学高效的现代管理方式迈近,在管理上不仅要重视提高企业效率和效益,更要重视如何调动员工积极性。上个世纪80年代目标管理适时导入我国,并且得到了广泛的应用,满足了我国企业管理改革与提升的需要。
论文在阐述了目标管理概念、特点、运行程序和七里村采油厂所处经济环境的基础上,以该厂作为对象进行研究,其面对的是一个充满激烈竞争的经济市场,除了通过加快技术创新、提高开发水平等方式提升企业核心竞争力外,更要注重运用包括目标管理在内的先进的管理理念和方法来提升自身管理水平。通过对七里村采油厂目标管理工作的分析和研究,发现了目标管理在该厂的实际应用中存在目标体系设计不系统、绩效评价标准和程序不规范、绩效评价的作用发挥不到位、有考核无反馈或反馈不及时等问题。对其根源进行分析,可以把造成上述问题的原因归纳为:对目标设计的工具和方法运用不到位、主观认识上错位、对目标设计流程不够重视、员工没有参与评价标准的制定、没有充分利用绩效考评结果等。针对七里村采油厂在目标管理工作中所出现的问题及其根源,论文提出了相应的解决措施。并且,以上问题不仅存在于七里村采油厂,在我国大多数国有企业中都有所体现,希望本文可以为我国国有企业的目标管理改进提供一些可靠的理论依据。

With the rapid development of world economy, the way of enterprise competition is changing from the past pure capital competition for the integrated management of the competition, to be effective management becomes a problem need to solve. Every governments and enterprises are seeking business management of scientific and efficient way, so as to improve the enterprise management level, to achieve maximum benefit of enterprises, to provide a reliable guarantee for the rapid development of economy. China's enterprises to develop, must start from traditional management to modern management of scientific and efficient way to close, how to effectively mobilize the enthusiasm of the staff, improve business efficiency and benefit, become the key issue in the development of enterprises. Management by objectives in the last century 80's timely introduction has been widely used in our country, to meet the needs of reform and enhance the management of enterprises in china.
This paper expounds the basic concept of management by objective, characteristics and operation procedure, the village Qi Li Cun oil production plant of the economic environment, she is facing a competitive market economy, in addition to enhance the core competitiveness of enterprises by accelerating technological innovation, enhance the development level and, more attention should be paid to the use of advanced management concepts and methods to improve management level. Through the analysis and research of the village seven oil production plant of target management, found the target system design is not system, performance evaluation criteria and procedures are not standardized, the performance evaluation of the application in the management of the factory's role in the play is not in place, there is no feedback or evaluation feedback is not timely issues. Analysis of its causes, the causes of the problem into: On the tools and methods of target application design is not in place, the subjective understanding of dislocation, target design process is not standard, the performance evaluation standard is not reasonable, the evaluation result of inefficient application. In view of the present in the target in the management of the village seven oil production plant of the problem and its causes, the paper puts forward the corresponding measures to solve. And, the above problem not only exists in the village seven oil production plant, are embodied in the most of the state-owned enterprise in our country, we hope that this paper can target management of Chinese state-owned enterprises to provide some reliable theoretical basis to improve.
