我国石油、天然气资源短缺,煤炭资源相对丰富。发展煤化工产业,有利于推动
石油替代战略的实施,满足经济社会发展的需要。煤化工项目工程建设是一项涉及面
广、时间跨度长、技术性强的系统工程。加强项目的进度和成本控制,保证项目的工
程质量和建设进度,节约投资,发挥投资效益,是项目管理的关键。
本文以HT 煤化工建设初期出现的问题为研究对象。首先,在组织结构方面,针对
HT 煤化工项目管理中采用的直线职能型管理不能发挥团队的整体优势,缺乏对全过程
整体的项目管理等问题,提出了采用矩阵型项目管理的组织机构。其次,在工程进度
控制方面,针对缺乏详细的施工计划,根据建设工程项目要求和工程项目自身的特点,
通过对计划的逐层编制和分解,制定了科学合理的工程项目进度控制目标,编制切实
可行的工程项目进度控制计划;同时定期对工程项目进度控制计划的执行情况跟踪检
查与及时调整,进行系统、科学、合理的动态化管理,使建设中十几个工作单位统筹管
理、协调一致,从而保证土建工程与安装工程有序衔接,穿插作业,从而达到项目进
度的快速推进。再次,在物资采购方面,运用鱼骨图分析法,结合HT 煤化工工程项目
成本分析,指出原材料采购是整个项目成本控制的关键。最后,在施工过程成本控制
方面,针对由于整个工期紧,设计时间短,造成没有施工图纸的问题,采取了主动成
本控制方案。
HT 煤化工通过对项目进度与成本的有效控制,提前完成整个项目的建设和安装,
从而大大的减少投资比例,比原设计投资减少了20%。实现了进度、造价、质量等方
面的平衡,实现了用最少资源,建设最优质的项目。

Since the shortage of China's oil and natural gas resources, coal resources are relatively
abundant; the development of coal chemical industry will help promote the implementation of
oil alternative strategy to meet the needs of economic and social development. The
construction of the coal chemical project is an involving which with a wide range of long span
of time, technical and systems engineering.The key to project the management is to schedule
the project and cost control, then to ensure project quality and progress of construction of the
project, saving investment, and to play the investment efficiency.
This paper appears in the early HT coal chemical industry construction problems as the
research object. The application of project management, management, cost management
theory, first of all, in terms of organization structure, the management is not linear function
using HT coal chemical project management in the play to the overall advantages of the team,
the lack of the whole process of the whole project management, the project management
matrix type organization. Secondly, in the progress of the project control, due to the lack of
detailed construction plan, according to the characteristics of construction project and the
project project oneself, layer by layer to the plan decomposition and preparation, set a goal to
control project schedule scientifically and rationally, schedule control system feasible project;
at the same time regularly for project execution progress control plan tracking check and
adjust, dynamic management system, scientific, reasonable, make overall management, more
than a dozen work unit construction coordination, so as to ensure the project construction and
installation engineering soil orderly convergence. Again, in the purchase, use fishboneanalysis, combined with the HT coal chemical engineering project cost analysis, pointed out
that the procurement of raw materials is the key to the project cost control. Finally, in the
process of cost control in construction, because of the tight schedule, the design time is short,
causing no construction drawings, took the initiative cost control scheme.
Through the effective control of the project schedule and cost, HT coal chemical completed

the construction and installation of the entire project in advance, thus greatly reducing the
investment ratio 17.2% less than the original design investment. As a result, HT coal chemical
achieved the balance of the schedule, cost, quality and other aspects, and with the least
resources to build the highest quality projects.
