我国石油、天然气资源短缺，煤炭资源相对丰富。发展煤化工产业，有利于推动 石油替代战略的实施，满足经济社会发展的需要。煤化工项目工程建设是一项涉及面 广、时间跨度长、技术性强的系统工程。加强项目的进度和成本控制，保证项目的工 程质量和建设进度，节约投资，发挥投资效益，是项目管理的关键。 本文以HT 煤化工建设初期出现的问题为研究对象。首先，在组织结构方面，针对 HT 煤化工项目管理中采用的直线职能型管理不能发挥团队的整体优势，缺乏对全过程 整体的项目管理等问题，提出了采用矩阵型项目管理的组织机构。其次，在工程进度 控制方面，针对缺乏详细的施工计划，根据建设工程项目要求和工程项目自身的特点， 通过对计划的逐层编制和分解，制定了科学合理的工程项目进度控制目标，编制切实 可行的工程项目进度控制计划；同时定期对工程项目进度控制计划的执行情况跟踪检 查与及时调整，进行系统、科学、合理的动态化管理,使建设中十几个工作单位统筹管 理、协调一致，从而保证土建工程与安装工程有序衔接，穿插作业，从而达到项目进 度的快速推进。再次，在物资采购方面，运用鱼骨图分析法，结合HT 煤化工工程项目 成本分析，指出原材料采购是整个项目成本控制的关键。最后，在施工过程成本控制 方面，针对由于整个工期紧，设计时间短，造成没有施工图纸的问题，采取了主动成 本控制方案。 HT 煤化工通过对项目进度与成本的有效控制，提前完成整个项目的建设和安装， 从而大大的减少投资比例，比原设计投资减少了20％。实现了进度、造价、质量等方 面的平衡，实现了用最少资源，建设最优质的项目。
