摘 要
建筑业是关系到国计民生的行业,是我国第二产业,在国民经济中占据举足轻重的地位。随着我国城镇化步伐加快,建筑施工企业数量急剧上升,全国整体建筑行业产能已呈现饱和状态,同行间的竞争愈演愈烈,建筑企业机遇与挑战并存,对全国中小建筑企业的发展影响较大。陕西本土中小建筑企业缺乏大局观念、对企业战略管理重视不够,企业技术相对落后,经营能力低下等因素是导致本土中小建筑企业发展困难的重要原因。中小建筑企业如何科学定制自身企业发展战略,有效执行企业发展战略,抓住发展机遇,是值得研究的一个重要课题。
陕西桩鑫建设工程有限公司是一家专门从事工程开发、建设的企业,经过10年的发展,在正规化、规模化进程中存在一些问题。本文首先分析研究意义、背景,总结国内外研究现状,同时对企业战略、企业战略管理等理论内涵进行分析;其次结合桩鑫公司组织构架、核心技术以及经营能力的实际情况,以发展策略管理问题为研究切入点,PEST 分析方法和波特五力模型对陕西桩鑫建设工程有限公司的外部环境进行分析,全面剖析公司的优势、劣势及面临的机会与威胁,以 SWOT矩阵模型分析桩鑫公司的内外部优劣势;最后根据桩鑫公司的战略定位与战略管理展开定性分析,提出其战略包括桩鑫公司应利用公司机构与职能的调节,加大对成本控制,大量引进先进技术,采取多样化战略与联营战略,同时提出相应的战略实施方案。
本文以桩鑫公司为实践研究对象,提出其企业战略具体策略及实施手段,以其解决部分地方中小型建筑企业现有的战略管理难题提供一些帮助,具有实际的借鉴意义。

Abstract
The construction industry is closely related to the national economy and the people's livelihood. It is the second industry in China and occupies a pivotal position in the national economy. With the increase of the number of construction enterprises in China, the pace of urbanization is accelerated, the overall capacity of the construction industry in the whole country is saturated, the competition among the peers is growing, the opportunities and challenges of construction enterprises coexist, but it has great influence on the development of small and medium-sized construction enterprises. The survival environment of the local small and medium construction enterprises in Shaanxi is facing severe challenges, the lack of overall situation, the insufficient attention to the strategic management of enterprises, the backward technology of enterprises and low management ability are the important reasons for the difficulties in the development of local small and medium construction enterprises. It is an important topic for small and medium-sized construction enterprises to scientifically customize their own enterprise development strategy, to effectively implement the strategy of enterprise development and to seize the development opportunities.
Shaanxi pile Xin Construction Engineering Co., Ltd. is an engineering construction enterprise specialized in engineering development and construction. After 10 years' development, there are some problems in the process of normalization and scale. This paper first analyzes the significance and background of this research, summarizes the current research status at home and abroad, and analyzes the theoretical connotation of enterprise strategy and enterprise strategy management. Secondly, it combines the actual situation of the organizational structure, core technology and management ability of pile xin company, and the development strategy management problem is determined as a breakthrough point, PEST The analysis method and Potter five force model are used to analyze the external environment of Shaanxi pile Xin Construction Engineering Co., Ltd. and analyze the advantages, disadvantages and opportunities and threats facing the company. The SWOT matrix model is used to analyze the internal and external advantages and disadvantages of pile xin company. Finally, the qualitative analysis is carried out according to the strategic positioning and strategic management of pile xin company. The strategy includes the adjustment of the company's organization and function, the increase of the cost control, the introduction of advanced technology, the diversification strategy and the joint strategy, and the corresponding strategic implementation plan. This paper, taking pile xin company as the research object, puts forward the strategy and implementation method of its enterprise strategy, in order to provide some help to solve the existing strategic management problems of small and medium construction enterprises in some local areas, and have practical significance.
