近年来,我国信息系统工程建设中存在着的以下几方面的问题:信息系统工程的质量达不到用户要求,信息系统工程超出计划交付时间,信息系统工程费用超出预算。究其原因尽管在信息系统工程建设过程中引入了监理机制来规避风险,但是监理工程师对质量、进度、成本实施控制的过程中,把它们看成一个孤立的个体,没有把它们放到一个整体的系统中来加以控制,造成信息系统建设的失败。 本文首先介绍了信息系统工程的概念及其生命周期,然后说明了信息系统工程监理的定义,接着从系统论、控制论的角度进行分析研究,提出监理过程中质量、进度、投资目标的控制必须围绕五大环节,即投入、转换、反馈、对比、纠偏进行。坚持主动控制与被动控制相结合,将质量、进度、投资三大目标作为一个控制整体在信息系统监理实施过程中进行控制。 其次研究信息工程监理的三大目标控制的具体内容,分析了信息工程监理对工期、质量、成本在各个阶段的具体控制的流程与方法。接着运用网络技术方法对工程控制的三大目标进行了优化分析,并运用遗传算法进行了求解,为信息系统监理工程师对成本、质量、进度控制提供了具体努力的方向。最后对挣值管理进行了完善修改,监理工程师在实施的过程中,按照完善后挣值法的对工程成本、质量、工期进行合理的控制。本论文还通过一个实际的案例,对模型的可行性和实用性进行了验证。通过该案例的应用分析以及获得的最终决策结果说明本论文的模型具有一定的实用价值。

Recently, there are some existing problems in the construction of the information system projects in china: the quality of information system projects can′t meet the users′ requirements, the information system projects are finished beyond the scheduled time and the costs exceed its budget. The reason is that supervision mechanism is introduced in the process of the construction of the information system projects to avoid risks, but supervising engineers set apart quality, schedule and costs in the management, they don′t put them in the whole system to control. The article first introduce the concept of information system engineering and its life cycle, then illustrates the definition of the information system project surveillance, and give the analysis from the perspective of systems theory and cybernetics to raise that the supervisor control the progress of quality, schedule and the investment goal with the aid of devotion, conversion, feedback, contrast and correction. We need to put quality, schedule and the investment as a whole part in the information sysytem through the combination of active control and passive control. This article includes three objectives of the information projects surveillance, and gives the analysis of the processes and methods about the scheduled time, quality and costs, which are controled by the supervisor. Then we use the network technology to do the optimization analysis about three objectives, and learn about it with genetic algorithm. All of these can provide the direction for supervisor to control the quality, schedule and costs. Finally, supervising engineers can control costs, quality and scheduled time reasonably with the improvement of value-added management. In this article, an actual case was executed to validate the feasibility and practicality of the model. Results about the application of the case showed the model in this paper has some practical value.
