城市信息在经济发展、社会进步、社会管理、城市规划等方面有着既是制约发展的 要素又是发展目标的双重意义，所以城市信息管理的建立和应用是科学管理的关键，是 可持续发展的主流技术之一。随着计算机技术和 GIS技术的不断发展，城市信息的管理 逐渐发展成为将城市信息与地理信息相结合构成数据库系统，在其基础上完成的管理系 统的建立和应用能够更加全面的满足城市的数字化和信息化，并在相关政策、决策以及 法规的制定和资源管理等方面发挥出高效的作用，最终达到使人们的工作更加有效，使 社会生活更加方便快捷的目的。 本文基于城市管理，计算机技术和GIS的相关理论和发展现状，并结合城市化对城 市管理系统和GIS技术的需求，以西安市雁塔区为例，设计了一套基于Oracle数据库和 SuperMap平台二次开发的城市信息管理系统。首先，本研究对城市管理信息系统特点和 总体结构进行了阐述，并根据管理系统对GIS的功能需求，通过分析所需要的属性数据 和空间数据，并考虑到空间数据库的设计特点，成功的设计出以Oracle为基础的数据库， 在设计过程中，合理利用了Supermap Objects的各项控件和相应的属性，并在实际的开 发中，创建了一系列的测试程序和应用实例，对实现系统部分功能的关键技术和所实现 的方法进行了系统阐述，这主要包含电子地图、基础信息、业务办理、统计分析和应用 维护等功能。最终由此实现了城市辖区范围内社会服务资源、城市居民信息、事件等相 关信息的管理，为城市建设、政务管理、企业信息发布、社区服务与公众查询提供了可 持续发展的信息化服务体系，提高了城市整体信息化管理水平。

Urban information has a double significance of confining effects and developing goal in the social and economic development, urban planning and also the social management. Therefore, the establishment and application of urban information are the main issue of scientific management and the mainstream technique of the sustainable development. With the advancement of the computer technology and geographic information system (GIS), the management of urban information gradually becomes the database system of the integration between urban information and geographic information, moreover, on this basis, the related establishment and application of the management system can comprehensively fulfill the need of digitizing and informationizing the urban information, and play an important role in decision, law and policy making. Finally it leads people a more effective working way and a more convenient social life. The research designs an urban information management system by combining the need which urbanization requires from the urban information system and GIS technique. Firstly, the research illustrates the features and overall structure of the system, and according to the related GIS functional requirement, the Supermap Objects was chosen for the platform; through the analysis of both the spatial data and attribute data and the integration of the characteristics of spatial database system, the research finishes the database design based on Oracle, and utilizes the related controls and its attributes to establish the relevant use cases and testing programmes. Ultimately the research helps to enhance the level of management of urban information in terms of carrying out the management of resources of social services and information of urban residents etc. and providing the sustainable informationized service system for the urban construction, E-government, enterprise information publishing, community services and public enquiry
