煤矿本质安全综合评价是以实现煤矿本质安全为目的,而煤矿生产系统的复杂性决定了煤矿的安全评价是一项复杂的系统工程,所以构建合理有效的煤矿本质安全综合评价指标体系至关重要。 本文以矿井的安全为主要目的,在目前的“人-机-环-管理”研究基础上,对煤矿本质安全进行了更深层次的挖掘,得出企业安全文化的缺失和安全信息在煤矿生产安全管理以及煤矿事故预防中的作用十分重要。于是,增添安全文化和安全信息两个评价单元,并分别对目前阶段存在的缺陷做了具体研究和分析且提出了相应的措施。 在对现有的安全评价性指标体系分析的基础上,结合煤矿的实际情况,建立了本质安全评价指标体系。指标体系中由6个一级指标,19个二级指标,58个三级指标组成。在专家打分的基础上,采用了层次分析法确定本质安全型煤矿评价指标的各级权重,并借助给出的比例标度,确定两两因素间的相对重要性,构造判断矩阵,将本质安全型煤矿建设中存在的许多复杂、模糊不清的相关关系转化为定量分析。 最后建立了矿井模糊综合评价模型,并应用于宋庄煤矿中。并得出相应的综合评价结果,根据各量化结果以及结合本质安全煤矿等级的评价标准可知,该矿属于第Ⅳ类安全矿井,并根据相应的评价结果提出了相应的改进措施。

Intrinsic safety comprehensive evaluation for coal mine is to achieve intrinsic safety. And the complication of coal mine production system decides it will be a complicated project. So it is critically important to conduct reasonable and effective intrinsic safety comprehensive evaluation indexes system. This thesis takes the coal mine safety as the main purpose and has a higher level mining of coal intrinsic safety based on the recent „Man-Machine-Environment‟ research, which obtains that safety culture and information make different in the coal mine safety production and accident prevention. Therefore, compared with original system, add the safety culture and information two evaluation units and separately analyze the present existing defects, finally make some corresponding measure. Based on the present coal mine safety evaluation index system, combined with the coal mine fact, establish intrinsic safety evaluation index system. In the index system, it consists of 6 first indexes, 19 second indexes and 58 third indexes. Based on the expert estimation, adopt the AHP (Analytic Hierarchy Process) to compute the weights of intrinsic safety coal mine indexes, and by the given proportion quotiety determine the relative importance between two elements to construct judgment matrixes,which converts many complicated and obscured relationship into quantitative analysis. Finally, establish coal fuzzy comprehensive evaluation model and apply it in Song Zhuang coal mine And obtain the evaluation results Combined with the intrinsic safety degree, the mine belongs to degree Ⅳ, and according to the evaluation result, put forward some detail construction measures.
