伴随着我国现代化进程不断加快,工程项目的规模也越来越大。由于工程项目自身的特点以及良莠不齐的建筑市场,使得业主在项目实施过程中面临来自于自然、社会和组织环境等诸多方面的风险。为了保证工程项目目标的顺利实现,就必须对各种风险进行有效的管理和控制。
本文在对已有的关于风险管理和风险集成管理相关研究的基础上,从业主(指建设单位、甲方)的角度出发,充分利用业主在工程项目组织系统中所具有的核心地位和主导作用,整合项目各参与方的资源和优势,在工程项目全寿命周期对工程项目风险进行集成管理,系统、全面地规范风险管理流程和方式,构建出统一高效的风险管理平台。首先,结合各种工程项目风险集成管理机制的影响因素分析,利用霍尔三维结构构建出风险管理三维体系。该体系包含了工程项目全寿命期集成、组织集成、风险要素集成三个方面,将工程项目全寿命周期内可能出现的各种风险因素进行集合,并将对风险事件的管理落实到具体的项目参与方。在此基础上构建出了基于业主方的工程项目风险集成管理理论模型(IMRM模型),该模型涵盖了目标集成、风险管理三维体系和风险管理过程集成;其次,该模型的核心在于风险管理过程集成,因为风险管理离不开一定的流程、方式和方法。在这个过程中构建了风险管理环(IEHM循环),以实现对风险的动态、连续的控制和管理。对风险识别、风险评价、风险应对和风险监控过程中的各种方法进行了总结,以方便风险管理过程中的使用。在风险评价过程中针对后文的实证部分着重介绍了灰色层次分析法的应用;最后,将基于业主方的工程项目风险集成管理理论模型应用于具体的A项目中以保证A项目目标的顺利实现,并证明了该模型的可能性和可操作性。

With the acceleration of China's modernization process, the scale of the project is also growing. Due to the characteristics of the project itself and the good and bad are intermingled of construction market, making the owners at risk from many aspects in the project implementation process. In order to ensure the smooth realization of the project objectives, it is necessary for the effective management of risks and controls. From the owner's perspective, based on the existing risk-related research about t about risk management and integrated risk management, we make full use of the core position and leading role the owner have in the project organization system, the owner can integrate the resources and advantages from the participating parties to the maximum extent, and then get on the integrated risk management in the whole life cycle of the project to form a unified and efficient risk management platform.
Firstly, combining the analysis of various influence factors about the management mechanism of the integrated risk management, and using “the Hall three dimensions structure” build three-dimensional risk management system. This system includes the integration of the whole life period, the organization integration and the integration of the risk factors, it includes all kinds of risk factors in the whole life cycle, and puts the management of risk events on specific project participants. On this basis, we build out an integrated risk management theory mode which based on the owner of the project (IMRM model), this model covers the target integration, three-dimensional system of risk management and risk management process integration. Secondly, the core of the model is the risk management process integration, because the risk management cannot be separated from certain processes, ways and means. In this process, we build out a risk management cycle (IEHM cycle) to achieve the dynamic, continuous risk control and management. In this part, we also conclude all kinds of ways to be used for the risk management process. In the risk evaluation process, it focuses on the gray AHP in order to use for the empirical part on the later of the application. Finally, we will apply the IMRM model which is based on the owner of the project to the risk management for A project. Then we can carry on integrated risk management for all kinds of risk factors in the process of A project to ensure the smooth realization of A project objectives, and prove the possibility and feasibility of the model.
