城市安全韧性作为城市规划学科与安全工程学科的新兴交叉理论,是目前城市安全治理研究的热点议题,旨在探索面临多种内外部风险扰动的复杂城市系统主动抵御威胁、维护稳定运转并提升系统安全性的机制和途径。 本文梳理了韧性理论的历史沿革与分支发展,在理论研究的基础上,从安全系统工程的视角,探讨系统安全韧性的定义、内涵、特点并绘制系统韧性曲线描述其作用过程;运用切克兰德方法论(SSM)与霍尔三维结构理论(HSM)相结合的方法解析城市安全韧性的问题情境,界定其根定义及内涵,划分城市安全韧性作用范围的子系统,建立起时间维度、逻辑维度和知识维度下的城市安全韧性概念模型,并通过聚类分析对城市安全韧性问题情境内的所有相关要素进行降维处理,提取出22个城市安全韧性的构成要素,讨论其意义、内涵及对城市安全韧性的影响;在此基础上,构建城市安全韧性数据包络分析(DEA)评价模型,以X市十个行政区为研究对象,评价其城市安全韧性建设水平,结果显示,市辖十区中仅有A区、H区、K区三个行政区达到DEA有效。通过对非DEA有效单元的冗余投影分析,明确各区在城市安全韧性建设中的薄弱环节,结合前述研究,提出切实可行的城市安全韧性提升途径和对策措施。 通过对安全系统工程视域下城市安全韧性理论与实践的研究,本文认为城市安全韧性建设能将安全治理内化为城市系统日常运行的常态而非外部举措,有利于促进城市安全治理的转型升级。提升城市安全韧性水平,打造具有高度安全韧性的城市,是保障城市抵抗风险扰动、保障城市居民日益增长的美好生活需要的必由之路。

Urban safety resilience, a new interdiscipline of urban planning and safety engineering, has draw a lot of attention in the past decades. It aims to investigate the influences of various external risk on complex urban systems as well as the mechanism and approach to enhance urban system safety. This study summarized the studies regarding resilience theory based on which the definition, characteristics to describe the process of system security resilience and urban security resilience in the perspective of social ecology. SSM and HSM were coupled and applied to exolored problem situation. Moreover, root definition and connotation of urban safety resilience is analysed, the scope and subsystems are divided the and the conceptual model of urban safety resilience in time, logic and knowledge dimensions is established while the 22 component elements of urban safety relience are extracted by means of cluster analysis and their significance, connotation and the impact on urban safety resilience are discussded. On this basis, using DEA analysis method to evaluate the level of urban safety resilience construction in 10 administrative regions of X city in 2017, and to calculate the practical efficiency of each decision-making unit. The results showed that: only three administrative districts have reached DEA validity. The continue in-depth analysis clarifiy the weak links in the practice construction of urban safety resilience and put forward the emphases of strengthening the practice construction in various administrative districts. Combining with the above research, this paper puts forward feasible countermeasures and suggestions based on the whole process of urban safety resilience. Through the theoretical and practical research on the subject of urban safety resilience from the perspective of safety system engineering,this paper argues that the construction of urban safety resilience can internalize security governance into the normal operation of the urban system rather than external measures, which promote the transformation and upgrading of urban security governance. Promoting the level of urban safety resilience and building a city with high security resilience is the only way to ensure that the long-term happiness of urban residents
