摘 要 改革开放以来，伴随着经济和社会的不断发展，我国的青少年犯罪呈现出了高发态 势，青少年能否健康成长，不仅关系自身的前途和每个家庭的幸福，而且关系到国家今 后的发展，必须引起全社会的高度重视。青少年的犯罪问题是社会关注的热点，也是困 扰教育界和司法部门的难题。 建国以来，司法机关和其他相关部门曾尝试运用各种措施和手段，采取多种形式， 对青少年犯罪的预防教育问题进行了不懈的努力，并取得了一定的成绩。但是，当前我 国的青少年犯罪问题仍然比较严重，对社会的和谐稳定造成了一定的影响，在这种背景 下，研究如何对青少年犯罪问题进行准确的认识，如何从多个角度利用社会各方面的力 量，通过预防和教育手段来减少和控制青少年犯罪，显得尤为必要。 本论文主要通过文献法、调查法、理论联系实际法等展开了分析研究。首先收集国 内外在本领域的研究成果并进行对比和筛选，了解目前青少年犯罪预防教育的现状。其 次对米脂县2007 年至2009 年的青少年犯罪状况进行了调查、统计和分析，访问了从事 一线工作的司法部门工作人员，了解实际情况，得出当前青少年犯罪发生的原因主要有 生理原因、心理原因和环境原因等。最后在综合上述理论和调查结论研究情况和分析当 前青少年犯罪现状和原因的基础上，学习借鉴了日本、英国、美国的青少年犯罪预防教 育方法，结合我国国情提出了青少年犯罪预防教育措施：立法预防、预防教育、司法预 防和社会预防等。通过建立和完善青少年犯罪预防教育的社会体系，综合社会各方面的 力量，控制和减少我国青少年犯罪高发的势头。

ABSTRACT Along with reform and open-up policy and the rapid development of economy and society, there has been an inceasing number of Juvenile delinquency, which now is the social issue all around the world. Whether the juvenile can grow up healthily concerns their own prospect and family happiness as well as the prosperity of our socialist country; therefore, our society must pay attention to this issue. Not only has the juvenile delinquency been a hot discussion in society, but also a tough issue troubling the educational and judicial department. Since the establishment of the nation, judicial authority and some departments concerned have attempted to take various measures to carry on the prevention education of Juvenile delinquency and have achieved accomplishment. Yet Juvenile delinquency is still one of the serious social problems, which contributs to the social instability. Against such a backdrop, it is of vital importance to study how to accurately aknowledge the Juvenile delinquency and how to reduce and control Juvenile delinquency through prevention and education by utilizing all sorts of social sectors. The paper will study it through Statistics, Investigation, theory with practice. Based on the collection of the statistics on the achievements by research, comparison and selection, it comes to a conclusion and the induction of the circumstances of the preventive education of juvenile delinquency. The application of Investigation method is through investigation, statistics and analysis of the condition of juvenile preventive education in Mizhi County from 2007 to 2009. By interviewing the staff from judicial department with the means of practice with theory, the main reason of juvenile delinquency can be concluded as follows: (1) physical reasons; (2) Psychological reasons; (3) Environment (Family, school and society). To sum up, this passage puts forward to the methods of prevention education of juvenile delinquency on the basis of the current situation and absorption of the prevention education in Japan, British and America: (1) Legislation Prevention. (2) Education prevention. (3) Judicial prevention. (4) Social prevention, family and school prevention. The rapid developing trend of juvenile delinquency can be controlled and reduced by constructing and improving the social system of education prevention of Juvenile delinquency and utilizing all sorts of social aspects.
