据我国文化部门的有关数据显示，预计在2016年年底，我国文化产业增加值占GDP的比重将达到5%，文化产业将成为我国经济的重要组成部分。影视制作、动漫游戏等将是文化产业发展中的重要行业，将影视文化、娱乐体验以及旅游、高科技相结合，从而构建一条完整的“影视+旅游”产业链。 本文所论述的“星工场国际影视乐园”项目就是影视体验模式的代表。论文从文化产业园发展的现状及演化开始论述，回顾国内外产业园区的发展历程及典型代表，剖析产业园区的发展思路及商业模式，重点分析较为成功的典型案例，同时作为星工场项目建立的理论基础和实践参考，进行了较为全面得SWOT分析，基于此，分别从SO战略、WO战略、ST战略、WT战略等四个方面，提出了具有较强可行性的四种发展战略方向，最终将总体战略确定为“123456”，即通过一年的建设，使两亿元的总体投入在第三年能够全部收回，此后保持每年四亿元的营业收入，并于第五年在新三板挂牌，在中国东部六省份建立连锁园区，成为中国城市工业遗迹保护和儿童成长教育的第一品牌，创建国内唯一模式、国际领先的影视文化产业园。给出了建立“企业集聚中心、高科技影棚、5D影院”等明确的重点项目建议。最后给出了研究结论。 本文的研究为星工场项目提供了较具实际应用价值的战略发展建议，对于国内同类文化旅游产业基地的建设具有一定的借鉴价值。
