目前，我国煤炭行业已经入精细化管理时期，安全生产依然是煤炭企业的一项重要 工作。最近几年，随着我国经济实现了飞速发展，国家对各方面的投入不断增多，我国 煤矿的硬件设施已经趋于完善，与其他国家相比，硬件水平并不逊色，但在安全文化建 设方面依然存在明显差距。就控制和防范煤矿事故而言，比起技术、生产设置等因素， 安全文化是最为关键的因素，事实证明，建立良好的安全文化能够有效避免事故的发生。 本文以某国有煤矿生产和销售企业Y 公司为研究对象，按照提出问题、分析问题和 解决问题的思路展开研究。首先，论述了煤矿企业目前的安全生产情况，指出对Y 公司 的安全文化建设进行研究的意义和作用。随后，评述了国内外有关建设安全文化的研究 文献，对与安全文化有关的理论进行了阐述。接着，分析了Y 公司安全文化建设和执行 现状，指出了其中存在的问题和原因。进而制定了安全文化建设的目标、原则和总体思 路，提出从安全理念、文化故事、行为规范、安全制度和标识体系等方面进行安全文化 建设的具体内容。最后，从安全文化的理念、行为、制度和物质四个层次说明了Y 公司 安全文化建设实施步骤，从丰富文化载体、提升员工素质和加强管理沟通等三个角度提 出了保障措施。 本研究有助于Y 公司构建完善的安全文化体系，推动企业实现健康发展。同时也可为其他矿山企业的安全文化建设提供借鉴。

First of all, discusses the coal mine enterprise safety at present, points out the meaning and function of safety culture construction of Y company. Subsequently, on the construction of safety culture in the research literature at home and abroad, the related theories of safety culture. Then, analysis of the Y company and the status of implementation of safety culture construction, and points out the existing problems and reasons. And then set a goal, principle and overall train of thought of the safety culture construction, puts forward the specific content of the construction of safety culture, safety culture from the aspects of the concept of the story, behavior norms, security system and labeling system etc.. Finally, from the concept of safety culture, behavior, system and substance of four levels of the safety culture construction of Y implementation steps, from the rich culture, enhance staff quality and strengthen the management of communication and so on three aspects put forward the guarantee measures..
