在目前的服务行业中，高端服务业占据着重要地位，其特征主要包括技术及科技含量较高、人力投入多、附加值非常高、对于产业的带动力较强、所消耗的资源少、产生的污染小等。因此，衡量一个地区竞争力的一个重要指标就是高端服务业。当消费结构进入转型升级时期，传统服务业特别是低端服务业难以适应烟台社会经济发展的要求在期间，加快服务业内部的结构调整、升级以及优化，并且促进整个服务业能够持续高速的发展，这构成了烟台市经济发展建设的一项战略举措。 　　　基于产业调研和数据整理，本文从生产规模、发展需求、经营范围以及技术创新等方面入手，分析了烟台市近年来服务业和现代服务业的发展情况，掌握其发展态势，并阐明烟台市高端服务业发展中存在没有充分发挥临海资源优势，其增加值增长较为缓慢，并仍以传统服务业为主，且对经济的拉动作用不突出等问题。之后，在分析了烟台市发展高端服务业必要性的基础上，详细分析了烟台市发展高端服务业时在区位、资源、设施、产业基础、综合环境、创新能力以及政策支持等方面的潜力和优势，并明确今后需要发展的重点应当放在建立现代的物流、商业旅游业、文化服务产业、法律会计和网络信息等高端服务业。本文指出烟台市高端服务业发展需考虑行业发展主体功能和配套功能差异，着力打造以市中心为代表的高端服务业核心功能区，在烟台市西部、中部等构建生产服务功能区、高新技术服务功能区为代表的高端服务区，最终构建起定位以及分工明确、相互之间协同互补的功能区整体布局，发挥出各自的优势以及整体优势，打造出辐射范围广，能够引领地区发展的整体功能区。在功能布局上应加快推进中心城区金融集聚区和莱山区迎春大街金融中心区的规划建设，推进烟台港西港、龙口港和莱州港等综合型物流园区的建设，优化专业服务业、信息服务业和会议展览业等领域集聚发展功能区的布局。依托不同区域已经形成的文化产业发展基础，培育中心城市、北部蓬莱、西部渤海湾和南部沿海四个板块，发展休闲度假、海上观光和涉海专项旅游，重点加快养马岛、崆峒岛和长岛等生态文明旅游岛群建设，打造凸显海洋特色的休闲度假胜地。

n the service industry nowadays, high-end service industry occupies the important position, its features mainly including high technology and science content, more human input, high added value, strong force for the industry's driving, the less consumption of resources, small pollution, etc. Therefore, an important indicator to measure a region's competitiveness is the high-end service industry. When consumption structure entering the period of transformation and upgrading, the traditional service industry especially low-end services is difficult to adapt to the requirement of Yantai economic and social development in the period, speeding up and upgrade service industry internal structure adjustment and optimization, promoting the development of the whole service industry can be sustained high speed, this also is the strategic move for Yantai city economic construction. 　　　Based on industry research and data mining, this paper starts from the scale of production, development of requirements, scope of business and technology innovation, analyzed the development of service industry and modern service industry in Yantai city from recent years, to master its development situation, and to clarify that in the development of high-end service industry Yantai city hasn’t turn its resource advantages into full play, the added value of Yantai city grow relatively slow, the traditional service industry is still in priority, and the lifting effect on the economy is not prominent. After the analysis the necessity of the development of high-end service industry in Yantai city, continue analyze Yantai city development of high-end service industry in detail in the location, resources, facilities, industrial foundation, integrated environment, innovation ability and potential and advantages in aspects of policy support, and clearly indicate the needs in the future for development should be focusd on the building of modern logistics, business, tourism, cultural, legal, accounting and network information service industry and other high-end services.This paper points out that the high-end service industry development of Yantai city should be considered from main body function and supporting function difference, focus on building in downtown core functional areas represented by high-end services, in the central west of Yantai city, building production service function, high and new technology services such as functional areas represented by high-end service area, finally build up the positioning and clear division of responsibilities, mutual coordination between complementary function overall layout, exerting their advantages as well as the overall advantage, to create wide radiation range, enable to lead the region of the development of the whole functional area. On the function layout Yantai city should accelerate financial agglomeration area and downtown Laishan district central financial district planning and construction, to promote the construction of Yantai west port, Longkou port and Laizhou port and also the comprehensive logistics park construction, optimization of professional services, information services and conference exhibition organizers in areas such as gathering the layout of the development of functional areas. Depending on the cultural industry development base from different area, Yantai city should breeds four parts: the center city, north of penglai, west of Bohai bay and the southern coastal zone. Yantai city also should focus on the leisure vacation, sea sightseeing and Marine special tourism development, the key point is to speed up the ecological civilization toutist construction such as the Horse Raising Island, KongDong Island and Long Island , create the Marine leisure holiday resort with marine characteristics.
