随着我国农村经济的快速发展,农村土地的变化日新月异,农村土地的更新变得更加频繁、多样,传统的地籍成图软件已经不能满足当今农村地籍成图中的需求,从而导致权属调查繁琐、成图过程缓慢,为了提高土地资源的社会效益和经济效益,必须对土地资源进行高效、准确、及时的成图。因此建立一个科学化、高效化、规范化的农村地籍数字化成图系统显得非常重要。
本文系统在详细阐述了数字化成图软件的国内外研究现状的基础上,对现有农村地籍数字化成图软件成图效率不高、矢量与栅格数据结合有限、空间分析功能欠缺、更新速度缓慢、系统建设缺乏统一性、规范性以及盲目性等缺点进行了探讨,确定了该研究课题的必要性和建立一个功能完善、操作方便、成图高效、出图灵活的农村地籍数字化成图系统的必要性。
本文以农村土地产权改革为背景,结合土地资源的图形描述等特点,以基于3S的土地调查技术、组件式GlS技术 ArcGIS Engine技术以及土地资源各属性管理技术为基础,做了详细的需求分析,通过Geodatabase数据模型进行数据管理;以ArcGIS Engine为平台,对成图过程中的数据打开、要素编辑、图层管理、图形绘制、打印输出以及退出等操作进行了研究,得出一套有GIS功能适合农村地籍数字化的成图系统,基本实现了农村地籍数字化成图的需求。

With the rapid development of China’s rural economy, rural land presents a substantial change, and more frequent and diversified update. As a result, the traditional cadastral mapping software can no longer meet the needs of the rural cadastral mapping at present, which causes troublesome ownership investigation and slow mapping process. In order to bring into full play the economic and social benefits of land resources, we shall conduct efficient, accurate, and timely mapping of land resources. Therefore, it is very important to establish a scientific, efficient, and standardized rural cadastral digital mapping system.
This paper has firstly presented the domestic and overseas research status of digital mapping software in a systematic manner, and discussed such shortages of existing rural cadastral digital mapping software as low mapping efficiency, limited combination of vector data and raster data, deficient spatial analysis function, slow update speed, and lack of standard and norms in system construction, and blindness in the system development, etc., and finally affirmed the necessity of the research subject and the importance of establishing a rural cadastral digital mapping software featuring complete functions, convenient operation, efficient mapping, and flexible output.
Taking the rural land property right reform as the background, combining such characteristics as pattern description of land resources, etc., and based on 3S land survey technology, ArcGIS Engine technology, component-based GIS technology, and land change technology, this paper makes an in-depth demand analysis on the system, and conducts data management through the Geodatabase data model. In addition, this paper takes ArcGIS Engine as a platform to make research on such operations in the mapping process as data running, element editing, layer management, graphic plotting, print output, and exit, etc., and forms a set of mapping system with GIS function which is suitable for rural cadastral digitization, and thereby basically meeting the demand of rural cadastral digital mapping.
