安全生产一直是我国煤矿行业不断追求的目标。将现代化的信息技术手段与煤矿安全管理相结合,从根本上改善我国煤矿安全管理现状,是提高煤矿安全生产水平的重要手段。煤矿风险管控系统遵循国家2017年提出的煤矿安全生产标准化(试行),融合了安全风险分级管控、事故隐患排查两项内容,依据煤矿安全生产实际情况,构建了煤矿安全生产保障体系。
本文通过分析国内外煤矿安全信息管理技术现状,结合先进的管理理论和技术,以满足煤矿生产实际需要为目的,开发了煤矿安全风险管控信息系统。煤矿安全风险分级管控和隐患排查治理作为该系统的两个核心模块,对其理论和工作流程的研究是本文的主要内容。首先,详细介绍了煤矿安全风险定义及其特性,依据安全风险评价流程,对郭家湾煤矿风险进行辨识、分析、评估、处理。其次,在三类危险源理论的基础上把煤矿安全隐患分为了直接安全隐患和间接安全隐患。运用隐患辨识方法和风险定量计算方法,对郭家湾煤矿人-机-环-管四大系统的安全隐患进行全面辨识和风险定量计算。然后,详细介绍了该系统的开发流程、对系统整体设计、体系结构和系统实现做了详细阐述。最后,对系统的开发应用做了全面的总结和展望。
随着信息技术的迅猛发展和信息化在煤矿建设的不断深入,通过网络实现煤矿安全的统一管理,其影响和意义深远。该系统从信息化管理入手,辅助煤矿构建安全管理体系,实现煤矿企业对作业过程中产生的安全风险和事故隐患的动态调控。

Safe production has always been the goal of China's coal mining industry.It is an important means to improve the safety management of coal mine by combining modern information technology means with mine safety management.coal mine risk control system follow the coal mine safety production standardization (trial)which is put forward in 2017, blend security risk grading and accident hidden control two content, follow the actual situation of coal mine safety production, build the security system of coal mine safety production.
In this paper, by analyzing the present situation of domestic and foreign coal mine safety information management technology, combined with the advanced management theory and technology, in order to meet the actual needs for the purpose of production in coal mine, coal mine safety risk control information system is developed.As two core modules of the system, the research on the theory and work flow is the main content of this paper.Firstly, the safety hazards of coal mine are classified into direct and indirect security risks based on three kinds of hazard theory. the hazard identification method and the risk quantitative calculation method are used to comprehensively identify and quantify the safety hazards of the four major systems in Guojiawan coal mine.Secondly, the definition and characteristics of coal mine safety risk are introduced in detail, and the risk identification, analysis, evaluation and treatment of Guojiawan coal mine are carried out according to the safety risk assessment process.Thirdly, the development process of the system, the overall system design, architecture and system implementation are described in detail.Finally, the development and application of the system are summarized and prospected.
With the rapid development of information technology and the deepening of informatization in the construction of coal mine, the unified management of coal mine safety is realized through the network, and its influence and significance are far-reaching.This system starts from the informationization management, helps the coal mine to construct the safety management system, and realizes the dynamic regulation of the safety risk and the accident hidden trouble caused by coal mining enterprises in the operation process.
