建筑工程施工项目质量管理执行力是指在施工阶段项目质量管理工作中的执行效力，是衡量项目质量管理能力的重要尺度。因此，确定科学合理的施工项目质量管理执行力评价指标，运用科学的方法进行评价不仅能够弥补执行力在建筑工程领域的研究不足，同时也是提升建筑工程质量管理工作效率的有效途径。 首先，在大量阅读相关文献和进行广泛调研的基础上，本文分别探讨和研究了执行力和质量管理执行力的内涵，明确了建筑工程施工项目质量管理执行力与项目执行力之间的联系和区别。其次，在前人的研究基础之上，结合施工项目质量管理的特征，建立了建筑工程施工项目质量管理执行力评价指标体系。再次，通过业内专家对指标进行了重要性比较打分，运用层次分析法确定了各级指标的权重并得到综合权重。最后选取了本地区符合本文研究范围的高速紫禁长安住宅楼工程项目为案例，对其收集的质量管理执行力的数据进行分析研究，运用模糊综合评价对其质量管理执行力进行综合评价，并对提升该项目质量管理执行力提出了可行的提升建议。同时为今后研究建筑工程施工项目质量管理执行力提供了评价的注意事项。 本文构建的建筑工程施工项目质量管理执行力指标体系主要包括：组织与人员、沟通与协作、质量执行文化、质量监督考核、施工质量控制、质量管理执行效果等指标，并合理的确立了各级指标权重。根据指标设计的评价问卷，为建筑工程施工项目进行质量管理执行力的评价提供了便捷。

Execution of quality management under architectural construction project refers to effectiveness in the construction phase project quality management, representing the important measure of capability of project quality management.Therefore,to determine scientific and reasonable evaluation index for quality management implementation and use suitable method to evaluate not only make up for a lack of research in the field of execution in architectural construction project,but also provide us an effective way to improve quality management efficiency of architectural construction project. On the basis of extensive related articles and research, at first this article probe into the connotation of execution and quality management execution. Further makes clear the differerce and relationship between quality management executive ability of construction project and project execution. Secondly, based on the previous research, combine with the characteristic of quality management of construction project, this paper builds evaluation index ststem about quality management executive ability of construction project.Otherwise, industry experts give the scores of indictors through complear their importance, and utilize the analytic hierarchy process comfirmed index weights and comprehensive weights. Finally, select the High Speed Zijing Chang’an construction project which in line with the scope of this paper, to analyze the data and then to evaluate of its quality management executive ability. Using the fuzzy comprehensive evaluation to the comprehensive evaluation on its quality management execution then put forward the feasible policy recommendations to enhance the construction project. At the same time provide a theoretical reference for quality management executive ability of construction projects. This paper built evaluation index ststem about quality management executive ability of construction project. Mainly indexs consist of organization and staff, communication and cooperation, the quality of execution culture, the quality of supervision and inspection, construction quality control, quality management implementation effect and so all. Then comfirmed index weights.Through questionnaire designed on this paper, it provides a convenient method to evaluate the quality management efficiency of architectural construction projectevaluation for the future.
