人口老龄化是人类面临最严峻的社会问题之一，2021年我国步入中度老龄化社会，60周岁以上人口占总人口的18.9%。随着老龄人口的快速增加，家庭结构趋向小型化，加之思想观念的转变，使得传统养老模式已不能满足人们日益丰富的居住需求。所以，全龄养老社区近年来逐渐兴起，但由于发展时间较短，导致在建设过程中出现布局不合理、配套设施不齐全、代际联系薄弱等问题。因此，更新规划设计理念、完善设计策略、融入科技成果，加快构建一种更为健康、健全、宜居和谐的全龄养老社区模式迫在眉睫。

本文的研究是基于人口老龄化社会背景衍生出的全龄养老社区，服务对象包含全年龄段人群，覆盖人的全生命周期。将养老与社区建设相结合，不同于功能单一的纯养老社区，全龄养老社区“适老不惟老”，旨在塑造一个全龄宜居的新型理想化社区模式。

首先，梳理归纳国内外全龄养老社区的理论研究，同时调研相关典型案例并进行详细分析，总结规划设计经验，明确存在问题的原因。其次，阐述全龄养老社区的概念与特征，同时结合相关基础理论研究，通过实地调研与问卷调查等方式，分析老年人群对养老社区的相关需求，包括了对社区建设用地、居住模式、配套设施等方面的选择意向，建立起全龄养老社区规划的框架。然后，以全龄人群行为特征与养老居住需求调查分析以及相关设计规范为导向，提出全龄养老社区在选址规模、功能布局、配套设施、住宅户型、交通体系、景观环境与智慧服务等方面的规划设计策略。最后，将该成果应用于西安市临潼某社区规划设计中，提出以全龄养老社区为定位的具体规划设计内容，包括了系统性复合功能布局设计、丰富性全龄设施体系设计、舒适性适老住宅户型设计、安全性交通组织系统设计、生态性疗养景观环境设计、科技性智慧应用系统设计等方面。

文章通过对全龄养老社区规划设计策略的研究，为其融入适老养老功能提供了新的思路，对未来塑造高品质养老住区环境与完善养老社区规划体系提供参考。

Population aging is one of the most serious social problems facing mankind. In 2021, China entered a moderately aging society, and the population over 60 years old accounted for 18.9% of the total population. With the rapid increase of the aging population, the family structure tends to be miniaturized, and the change of ideas, the traditional pension model can not meet people's increasingly rich living needs. Therefore, the full-age elderly care community has gradually risen in recent years. However, due to the short development time, there are some problems in the construction process, such as unreasonable layout, incomplete supporting facilities, weak intergenerational links and so on. Therefore, it is urgent to update the planning and design concept, improve the design strategy, integrate scientific and technological achievements, and accelerate the construction of a more healthy, sound, livable and harmonious full-age elderly care community model.

The research of this paper is based on the full-age elderly care community derived from the social background of population aging. The service objects include the whole age group, covering the whole life cycle of people. The combination of elderly care and community construction is different from the pure elderly care community with single function. The full-age elderly care community "is not only suitable for the elderly", aiming to create a new ideal community model that is livable for the whole age.

Firstly, it summarizes the theoretical research on the full-age elderly care community at home and abroad, investigates and analyzes the relevant typical cases in detail, summarizes the planning and design experience, and identifies the causes of the problems. Secondly, it expounds the concept and characteristics of the full-age elderly care community. At the same time, combined with relevant basic theoretical research, through field research and questionnaire survey, it analyzes the relevant needs of the elderly for the elderly care community, including the choice intention of community construction land, living mode, supporting facilities and other aspects, and establishes the planning framework of the full-age elderly care community. Then, guided by the behavioral characteristics of the whole age population, the investigation and analysis of the living needs of the elderly and the relevant design specifications, the planning and design strategies of the whole age elderly care community in terms of site selection scale, functional layout, supporting facilities, residential units, transportation system, landscape environment and intelligent services are put forward. Finally, the achievement is applied to the planning and design of a community in Lintong, Xi'an, and the specific planning and design content oriented to the full-age elderly care community is proposed, including the systematic composite function layout design, the rich full-age facility system design, the comfortable and elderly suitable residential unit type design, the safety traffic organization system design, the ecological recuperation landscape environment design, and the scientific and technological intelligent application system design.

Through the research on the planning and design strategy of the full-age elderly care community, this paper provides a new idea for its integration into the elderly care function, and provides a reference for shaping a high-quality elderly care residential environment and improving the elderly care community planning system in the future.
