一切从人民的利益出发，全心全意为人民服务是中国共产党区别于其他政党的根本特征。延安时期陕甘宁边区通过实施“三农”政策，促进了农业生产的发展，提高了乡村治理的水平，减轻了广大农民的负担，有效地支持了抗战和全国革命的胜利。总结历史经验，对于今天推进我国实施乡村振兴战略具有重要意义。

       本文采取了文献资料法、历史研究法和跨学科研究法，首先从概念上界定了研究范围、研究区域和研究对象，其次对影响陕甘宁边区“三农”发展的基本状况进行梳理，为政策的具体内容提供了逻辑遵循，另外总结了马克思主义经典作家关于“三农”的部分论述，并阐述延安时期的“三农”政策是对中国共产党早期的“三农”思想和实践的继承。接下来分类梳理了中国共产党在延安时期陕甘宁边区制定的“三农”政策：农业生产政策主要包括调整土地政策，实行减租减息；实行劳动互助，发挥集体优势；积极开荒减负，开展大生产运动；调整农业结构，发展多种经营；兴修农田水利，改良种植技术；发展商业贸易，活跃农村集市和其他财政金融政策。农村建设政策包括夯实基层党建，推进党组织建设；实行“三三制”，推动农村政权建设；打击黄赌毒，加强社会治理；救济移民难民，改善百姓生活。农民发展政策包括扫除文盲，学校、社会教育同步推进；进行新文字改革，促进农民快速学习；开展思想教育，提高农民政治觉悟。中国共产党在陕甘宁边区通过实施一系列的“三农”政策带来了积极成效：边区政权得以巩固，财政收入得到提高，集体经济发展壮大，农民生活质量和文化水平显著提高。

延安时期陕甘宁边区实施“三农”政策的历史经验对实施乡村振兴战略提供重要启示：必须要加强农村基层党建，不断推进党对“三农”工作的领导；必须以人民为中心，改善农民生活；必须合理解决土地问题，顺应生产力发展要求；必须发展农业生产，保障国家粮食安全；必须壮大集体经济，实现共同富裕；必须提高农民文化素质，培养现代农民。只有农业提质增产、农村稳定安宁、农民稳步增收，才能真正实现农业强、农村美、农民富，才能始终践行党的初心和使命。

It promoted the development of agricultural production, improved the level of rural governance, lightened the burden of farmers, and effectively supported the victory the War of Resistance and the National Revolution. Summarizing historical experience is of great significance for advancing my country's implementation of the rural revitalization strategy today.

               This paper adopts the literature research method, historical research method and interdisciplinary research method, firstly, the research scope, research area and research object are conceptually defined, secondly, the basic situation that affects the development of "Agriculture, Rural Areas, Farmers" in the Shaanxi-Gansu-Ningxia border area is sorted out, and provides a logical follow for the specific content of the policy, In addition, it summarizes some of the expositions of classic Marxist writers on "Agriculture, Rural Areas, Farmers", and expounds that the "Agriculture, Rural Areas, Farmers" policy in the Yan'an period is the inheritance of the early "Agriculture, Rural Areas, Farmers" thought and practice of the CPC. Next, sorted out the "Agriculture, Rural Areas, Farmers" policies formulated by the CPC in the Shaanxi-Gansu-Ningxia Border Region during the Yan'an period: agricultural production policies mainly include adjusting land policies, implementing rent reduction and interest reduction; implement mutual assistance in labor and give play to collective advantages; actively open up wasteland to reduce the burden, and carry out large-scale production campaigns; adjusting the agricultural structure and develop diversified management; build farmland water conservancy and improve planting techniques; develop commercial trade and liven up rural markets and other fiscal and financial policies. Rural construction policies include consolidating grass-roots party building and promoting party organization building; implementing the "three-three systems" to promote the construction of rural political power; Combating pornography,gambling and drugs, and strengthening social governance; Relieve migrants and refugees and improve people's lives. Farmer development policies include eradicating illiteracy, and simultaneous promotion of schools and social education; carry out new text reform to promote rapid learning of farmers; to carry out ideological education to improve farmers' political consciousness. In the Shaanxi-Gansu-Ningxia border region, the CPC has brought positive results through the implementation of a series of "Agriculture, Rural Areas, Farmers" policies: the border region's political power has been consolidated, fiscal revenue has been increased, the collective economy develops and grows, and the quality of life and cultural level of farmers has been significantly improved.

         The historical experience of implementing the "Agriculture, Rural Areas, Farmers" policy in the Shaanxi-Gansu-Ningxia border area during the Yan'an period provides important inspiration for the implementation of the rural revitalization strategy: it is necessary to strengthen the party building at the grass-roots level in rural areas and Continuously promote the party's leadership over the work of "agriculture, rural areas and farmers"; it is necessary to focus on the people and improve people's lives.
