伴随着煤炭市场的逐渐好转,国有煤矿亦被冲到了经济市场的浪尖上。这一方面为煤矿企业的发展拓展了更加广阔的空间,另一方面,也使整个开放的大市场内的竞争更加激烈,企业的生存压力不断加大。为了增强并保持煤矿的核心竞争力,人力资源管理无疑显得非常重要,但是目前来看国有煤矿人力资源管理中存在种种问题,因此作为人力资源管理中非常重要的绩效考评也就成为了众多学者研究的焦点之一。 本文首先以绩效管理及绩效考评基本理论为基础,从国有煤矿现状出发,利用实例介绍了国有煤矿绩效考评现状、特点、组织机构及岗位编制情况。并运用岗位分析技术对国有煤矿采掘业务、采掘保障事务、企业保障事务不同岗位进行了工作分析。 其次针对不同岗位及部门,提出分层次关键绩效指标考评方法并采用配对比较法确定不同层次及各考核主体关键指标权重。 最后根据国有煤矿特点设计国有煤矿绩效管理体系,并提出所需制度保障及其必要性和重要性。 通过本文研究可以得出如下结论:针对国有煤矿特点,有效地抓好绩效考评的关键,就是在岗位分析基础上,针对不同煤矿企业特点重新设计合理有效的组织机构,然后在此基础上针对不同主体分层次设定考核指标,科学合理地确定各考核权重,并在专门考核机构客观有效指导下开展工作,将考核结果有效的应用,只有这样才可以进一步推进国有煤矿绩效考评工作,当然了,其中配套制度的建设和有效执行是整个系统得以实现的保障。 本文为国有煤矿绩效考评科学规范、实用有效的发展提供了一些思路,同时也希望能为其它国有企业的绩效考评提供一些参考。

With the gradual improvement of coal market, the state-owned Coal mine has been swept to the wave point of the economic market. On one hand, it expands larger develop space for our coal enterprises, as the same as for the other enterprises, on the other hand, it brought more intense competition, and the enterprises are facing more and more pressure to survive. In order to strengthen and maintain enterprises' nuclear competitive power, there’s no doubt that human resource management seems very important .But there’re many kinds of problems about the human resource management in the State-owned Coal mine at present .So performance evaluation which is very important to human resource management becomes one of the focus points studded by a great many of scholars. Firstly, the thesis is based on the theories of performance management and performance evaluation starting from the practice of current state-owned enterprise and making use of some real cases to introduce the current performance evaluation practice of the State-owned Coal mine, features, organized structure and situation of station framework , applying the technique of analyzing the position in excavating operation of the State-owned Coal mine, ensuring of excavating affair and ensuring of corporation affair. Secondly, under the case, it refer to different positions and departments ,bringing forward the way of the key performance indicators by distinguishing classes, defining the key performance indicators in deferent classes each checked body by adopting the comparative way of matching. At last, the author designs a performance management system according to the features of the stated-owned coal mine, and put forward system guarantee and its necessity and importance needed also. Through studying in the thesis ,the author draws a conclusion : refer to the features of the state –owed coal mine, the key to efficiently catch the performance evaluation well is to:reasonably and efficiently redesign the organized structure based on the post descriptions and referred to the features of the state-owned coal mine ,based on which the author set the evaluation indicators referred to different bodies by separating classes, define all kinds of evaluations reasonably ,conduct the work objectively and efficiently in special evaluation department and apply the result of evolution efficiently .In this case ,we can develop the performance evaluation of the state-owned coal mine. It is certain that some constructions of matched laws and efficiently carrying out are the guarantee of realizing the whole system. The thesis offers some thoughts about the scientific model and efficient development of the performance evaluation of the stated-owned coal mine .Meanwhile it is hopped that it can offer some references to the other state-owned enterprises.
