摘 要
煤炭作为我国富有的能源之一,在一次能源消费中占比高达59.1%,煤炭产业仍将是我国能源的支柱产业。但是煤炭的生产和使用所导致的环境污染、资源浪费问题依然严峻。随着选煤厂建设的技术要求不断提高,产能规模不断增加,选煤厂建设项目的周期更长、工程项目复杂度更高、资金需求量更大,面临的不确定性因素因而不断增加。本文针对在选煤厂建设项目过程中可能出现的上述困难与风险,对该项目进行有效的风险识别与管控就显得尤为重要。
本文以青岗坪煤矿选煤厂建设项目为例,通过风险识别、风险评估、风险应对和风险控制四个环节,对选煤厂建设项目中可能的风险进行了识别和评价,并提出了相应的应对和控制措施,为选煤厂建设项目的风险管理、可行性研究提供了参考,以提高选煤厂建设项目的效益,降低项目风险。具体研究内容如下:
本文首先通过查阅项目管理等方面的文献和报告,了解相关领域的研究方法、研究现状和研究重点,在此基础上,针对青岗坪选煤厂建设项目实际情况,运用AHP层次分析法,从选煤厂建设项目按风险来源角度选取的技术方案、经济、市场、组织管理、自然等风险进行了细分,用模糊综合评价法对各风险指标进行了综合评定。根据每个风险因素风险值的大小进行重要性排序。结合选煤厂建设项目的特点对青岗坪煤矿选煤厂建设项目风险等级进行等级划分,筛选得出:在青岗坪煤矿选煤厂建设项目的风险因素中,有2个重要风险,分别为:技术方案风险、经济风险;中等风险有1个,为:市场风险;一般风险有3个组织管理风险、政策风险、自然环境风险。
针对青岗坪选煤厂建设项目得到的重要、中等风险中的占比较高的二级风险因素,分别从风险应对措施和监测监控两个角度对其进行了分析研究。最后提出了在技术方案内容,技术方案可行性,成本变化,产品价格四个风险点的基本应对措施,以及构建风控体系,强化风险管理,开发性能全面的计算机系统的监测监控建议。

ABSTRACT
Coal is the basic energy to support the economic development of our country, coal accounts for up to 59.1% of the primary energy consumption, and the coal industry will remain the pillar industry of China's energy. However, environmental pollution and resource waste caused by the production and use of coal are still serious. As the technical requirements of coal preparation plant construction continue to improve, the capacity scale continues to increase, coal preparation plant construction project cycle is longer, engineering project complexity is higher, the capital demand is greater, facing the uncertainty factors thus increasing. In view of the above difficulties and risks that may occur in the construction of coal preparation plant, it is particularly important to carry out effective risk identification and control.
Qinggangping coal mine coal preparation plant construction project based on the green hills, as an example, through the four links of risk identification, risk assessment, risk response and risk control, this paper identifies and evaluates the possible risks in the construction project of coal preparation plant, and puts forward the corresponding countermeasures and control measures, providing reference for the risk management and feasibility study of coal preparation plant construction project, so as to improve the benefit of coal preparation plant construction project and reduce the project risk. Specific research contents are as follows:
This paper first through consulting the project management and other aspects of literature and reports, to understand the research methods, research status and research focus of related fields, on this basis, according to the actual situation of Qinggangping coal preparation plant construction project, AHP analytic hierarchy process, from the coal preparation plant construction project according to the source of risk selection of the technical scheme, economy, market, organization and management, natural and other risks were subdivided, using fuzzy comprehensive evaluation method for the comprehensive evaluation of all risk indicators. Rank the risk value of each risk factor in order of importance. Combined with the characteristics of the coal construction project of green hills, ping coal mine coal preparation plant construction project risk level of hierarchy, screening concluded: ping coal mine coal preparation plant construction projects in green hills, risk factors, there are two important risk, respectively is: the technical scheme risk, economic risk, There is 1 medium risk, namely: market risk; There are three general risks: organizational management risk, policy risk and natural environment risk.
In view of the secondary risk factors of the important and medium risks in the construction project of Qingqangping coal preparation plant, this paper analyzes and studies them from the perspectives of risk response measures and monitoring. Finally put forward the proposals in the technical content, technical feasibility, project cost, product price four risk point, the basic countermeasures and build the risk control system, strengthening risk management, the development performance comprehensive monitoring of the computer system.
