摘要 政府绩效考核是一个世界性难题,具有“考核的法定性、标准的多样性、过程的社会参与性和考核的公开性”4个特征。虽然,政府的绩效考核管理与企业有着明显的区别。但是,在提高工作效率和质量、优化监督体系等方面的目标是一致的,都需要运用科学的思维和方法,破解绩效考核设计中存在的种种难题。目前,我国对地方政府绩效考核体系的研究尚处于起步阶段,绩效考核体系的设计仍存在明显的弊端,需要进一步的创新和优化。本文以周村区乡镇政府绩效考核体系作为研究对象,从实证的角度分析和研究地方政府绩效考核体系的构建。 本文在对绩效的有关以及现有的理论分析的基础上,采用访谈、进行调查问卷等方式,通过对获取的信息进行分析以及研判现有的实际情况,归纳查找周村区当下乡镇绩效考评体系中存在的问题,并就此展开分析。随后,采用目标管理法、关键指标法等方法,针对存在的问题,从构建原则、组织结构、考核对象、指标内容、权重设置、评分办法、考核评价,验证科学性和和合理性,为周村区乡镇政府绩效考核体系做出优化方案,包括考核指标的优化、考核主体的优化、考核周期的优化以及考核运用和反馈的优化等策略,力图将周村区乡镇政府绩效考核纳入科学化、规范化、制度化的轨道,最终推动周村区乡镇政府的绩效水平的提高。

ABSTRACT Government performance appraisal is a worldwide problem, which has four characteristics: "the legitimacy of assessment, the diversity of standards, the social participation of the process, and the openness of assessment." Although, the government's performance appraisal management and enterprises have obvious differences. However, the goals of improving the efficiency and quality of work and optimizing the supervision system are the same. All of them need to use scientific thinking and methods to solve various difficulties in performance evaluation design. At present, the research on the performance appraisal system of local government is still in its initial stage. The design of the performance appraisal system still has obvious disadvantages and needs further innovation and optimization. This paper takes Zhoucun township government performance appraisal system as the research object and analyzes and studies the construction of local government performance appraisal system from the perspective of empirical evidence. Based on the relevant performance and the existing theoretical analysis, this paper uses interviews, questionnaires, and other methods to analyze the obtained information and analyze the existing actual situation. Summarize the problems existing in the current township performance evaluation system in Zhoucun District and analyze it. Subsequently, the method of target management and key indicators was adopted to verify the scientific nature and rationality of the existing problems, from the construction principle, organizational structure, examination object, index content, weight setting, scoring method, evaluation and evaluation. For Zhoucun township government performance appraisal system to make the optimization plan, the optimization of assessment indicators, the optimization of assessment subjects, the optimization of assessment cycle and the optimization of assessment and feedback, and other strategies, The paper tries to put the performance appraisal of Zhoucun township government into the scientific, standardized and institutionalized track and finally promote the improvement of the performance level of Zhoucun township government.
