建立西部自然景区旅游业可持续发展指标体系及评价模型，对于规范西部自然景区的建设，促进西部自然景区旅游资源的可持续利用，引导西部旅游业的健康发展，具有重要的理论和实践意义。 本研究以科学发展观为指导，对西部自然景区旅游业可持续发展的研究现状进行了文献综述，结合西部自然景区的特点，通过专家咨询，建立了初始西部自然景区旅游业可持续发展指标体系；通过问卷调查方式筛选指标，最终确立了西部自然景区旅游业可持续发展的指标体系，包括环境系统、经济系统和社会系统三大准则层，十个要素层和39个指标。通过问卷方式请专家对39个指标进行两两比较打分，用层次分析法（AHP）确定了各指标的权重。参照国家标准、专家咨询和西部自然景区相关研究数据，建立了西部自然景区旅游业可持续发展指标评价标准；采用多目标线性加权求和法和“三重底线”（环境效益、经济效益和社会效益均大于零）评价模型相结合的方法，计算西部自然景区旅游业可持续发展综合评价指数。最后采用该评价模型对内蒙古达里诺尔国家级自然保护区旅游业可持续发展进行实证研究，结果显示内蒙古达里诺尔国家级自然保护区旅游业处于可持续发展阶段。

It is of great importance to establish the index system and evaluation model of sustainable development of natural scenic tourism areas in Western China which can norm the construction of natural scenic tourism areas in Western China, promote the sustainable utilization of natural resources in Western-China and guide the healthy development of tourism of Western China. In this study, it is the guidance of Scientific outlook on development, the thesis presents a literature overview which is a research theory of sustainable development natural scenic tourism areas in Western China, and puts forward the index system of sustainable development of natural scenic tourism areas in Western China by natural resources characteristics in Western China and by consulting the expertise. Concerning data is obtained and conformed and relevant data is filtered by surveying, thus the evaluating index system of sustainable development of natural scenic tourism areas in Western China is constructed. This system contains 10 element layers, 39 factors and it can be divided into three layers: environment, economy and society. Meanwhile, the weigut of each index was worked out.Analytic Hierarchy Process is applied as the main methodology. The evaluating standard of sustainable development of natural scenic tourism areas in Western China is established by consulting the expertise and conforming the data is accordance with the standard of the People’s Republic of China; And the evaluating model of sustainable development of natural scenic tourism areas in Western China is constructed by adopting multiple objectives analysis of linear weighting function method and “triple bottom line” (That is environmental benefit, economic benefit and social benefit is all positive number.). Finally, according to the above evaluating standard, a specific case study has been carried out in Dalinor National Natural Reserve in Inner Mongolia under this system and tried to figure out applicable strategy that is constructive to its sustainable development.
