近年来，安全生产已成为我国的一项最基本的国策，尤其对石油石化行业的企业来说，安全生产更是重中之重。如何构建一个有效的安全管理模式是每个企业都在不断探究的课题。安全管理模式是为实现“ 安全第一、预防为主、综合治理”的方针而建立的安全管理组织形式和安全生产行为方式，构建安全管理模式的过程就是优化安全管理系统的过程，其目的就是通过优化安全管理系统使之具有最高的安全工作绩效，使生产系统发生的事故损失率达到可接受的水平，实现企业既定的安全目标。本文认为，企业在成长与发展过程中，必须结合自身具体特点，有效消化吸收先进管理经验，不断改进自身管理机制，构建具有特色、高效、适应性强的安全管理模式，才能最大程度地发挥企业安全管理效率及效力，提升企业竞争力，为企业可持续发展提供强有力保障。 本文依据安全管理相关理论，结合长庆钻井总公司目前企业发展和安全管理现状，通过访谈、问卷调查等方式进行现状调查研究，分析和诊断了当前长庆钻井总公司“113381”过程型安全管理模式现状以及存在的不足，并针对该公司的实际情况，从目标管理、制约规范、技术保障、弹性机制、安全文化培育等五个子系统以及所涵盖的二十二个模块进行了系统构建，制定了相应的运行方式。期望通过长庆钻井总公司系统型安全管理模式的构建，对企业安全管理模式进行有效系统优化，促使该公司重新调整融合安全管理的相关要素，逐步迈入自主安全管理阶段，从而为该公司顺利实现“努力建设国内一流的钻井技术服务公司”的目标夯实安全基础。

In recent years, safety production has become a basic state policy of our country, especially for petrolic&chemical industrial enterprises, safety production has become their crucial mission. Safety culture construction of enterprises is based on the overall requirements of domestic safety production, through constant research and exploration, for many years in the field of safety science in cultural accumulation put forward a effective, fast and long-term survival of production safety guarantee countermeasures, is a new thinking of modern safety management, meanwhile, is an enterprise can achieve a powerful means of intrinsically safe.This paper holds the ideal that a successful enterprise not only keeps it’s successful characteristics during grossing and development period, but only absorbs advanced management experiences, makes them suitable for its own development concept and builds a good enterprise security execution. At last, the enterprise has developed a security, lasting, healthy and safe model of safe management. This paper is based on related theories of safety culture, combined with the current CQWCC enterprise development and the status of safety management, through interviews, questionnaires and so on a variety of ways to carry on the present situation investigation and study, analysis and diagnosis of the current CQWCC the shortage of current situation of the construction of safety culture, and according to the actual situation of the company, in the security concept culture, system culture, behavior culture and material culture and so on four aspects has carried on the comprehensive design, made the detailed implementation plan and protection measures. Expectations by CQWCC gradually promotion and implementation of company safety culture construction plan, makes the company to establish one set of the safety culture can meet the demand of its own development, and realizes "creating first-class energy company" consolidate safety target.
