陕西省作为我国的煤炭资源大省,其煤炭产业面临着资源储量减少和资源浪费等问题。传统煤炭产业的粗放式开采及加工模式造成了严重的煤炭资源浪费及生态环境破坏,为陕西省经济的可持续发展带来了严峻的挑战。陕西省要从能源大省变成经济强省,必须兼顾眼前利益和长远利益,在保护环境的前提下发展经济。循环经济作为一种促进资源利用、环境保护与经济协调发展的模式成为陕西省煤炭产业探索新型工业化道路的必然选择。
论文首先总结了国内外循环经济相关理论及循环经济在煤炭产业的研究及应用现状,同时对循环经济理论、产业发展理论及支持向量机理论进行了分析和介绍;其次以陕西省煤炭产业为研究对象,在循环经济理念的基础上构建了煤炭产业循环经济发展水平评价指标体系,再次运用支持向量机方法获取了训练样本数据和测试样本数据,对数据进行了处理,确定学习参数并对陕西省煤炭产业循环经济发展水平进行了评价与预测;最后提出了包含政策体系、企业自身、技术支持体系及法律制度共4个方面促进陕西省煤炭产业发展循环经济的对策。

As a province with of big coal resources in China, Shanxi Province is faced with the problems of low reserves of coal resources, low resource recovery rate and serious waste. The traditional extensive mining and processing mode of coal industry has caused serious waste of coal resources and ecological environment damage, which poses a severe challenge to the sustainable development of the economy of Shaanxi Province. If Shaanxi Province want to become an economically powerful province from energy province, it must balance the immediate and long-term interests, emphasize the coordinated development of economy and the environment and take the road of sustainable development. as an economic development model to promote the coordinated development of resource utilization, environmental protection and economic development, Circular economy has become an inevitable choice for the Shaanxi Province coal industry to explore a new road to industrialization.
This paper firstly summarizes the domestic and foreign circular economy theory and practice of circular economy in coal industry development and application, focusing on the theory of circular economy, industrial development theory and support vector machine theory were introduced and analyzed. And taking the coal industry in Shaanxi Province as the research object, based on the circular economy, the evaluation index system of circular economy development level of coal industry is constructed, the training sample data and test data based on support vector machine are got, and determine the learning parameters to evaluate the circular economy of coal industry level in Shaanxi Province, and finally put forward a total of 4 countermeasures including policy system, enterprises, technical support system and the legal system ofto promote the development of circular economy in Shaanxi Province coal industry .
