2015年7月,中央宣传部和教育部联合发布《普通高校思想政治理论课建设体系创新计划》,其中明确指出:“坚持思想政治理论课与专业课相结合,注重发挥所有课程的育人功能,所有教师的育人职责。”2016年12月,习近平总书记又在全国高校思想政治工作会议上再次强调:“其他各门课都要守好一段渠、种好责任田,使各门课程与思想政治教育理论课同向同行,形成协同效应”。同样党的十九大报告中明确表示育人总目标的方向,培育社会主义建设者和接班人需要在各个方面都保持较高的发展水准,同时这也为高校专业课、通识课与思想政治理论课实现协同育人提供了强有力的理论支撑。但是,传统下的高校仍然始终坚持由“思政课程”发挥育人的引领作用,其他课程依旧是重视教书科研与智育,轻育人教学与德育,认为在“课程思政”“思政课程”之间的桥梁还不够,两者之间缺乏逻辑联系,对于二者的融通意识还没有建立起来,陕西高校同样处于这样的状态。面对这样的现实境遇,在具体的实践中要通过充分完善“课程思政”这个方面来协同“思政课程”发展,以达到促进高校思想政治工作的发展。主要需要从认识方面进行加强,肯定课程作为育人重要载体的地位,将“课程思政”与“思政课程”协同育人作为一个系统的工作,以“立德树人”作为理论支撑,以“三全育人”作为方法支撑,通过加强组织层面的协同性、调动主体层面的积极性、提高内容层面的融通性、优化评价层面的精准性等具体措施,使得“课程思政”的实际效果得到提高,达到能够与“思政课程”在育人方面产生共振的程度。

本文按照高校“课程思政”与“思政课程”协同育人中发现的各角度现实问题为基本导向,以“培养什么人、怎样培养人、为谁培养人”为方向,对组织、主体、内容和评价四个方面出现的相关问题进行原因分析和实践思考,获得有效的对策性分析。第一,在完善“课程思政”与“思政课程”“全方位”协同育人的这个角度,纵向通过校党委加强统一领导、行政部门联合推进、院系负责贯彻落实三方面构建“由上至下”的保障机制,横向通过思想政治理论课、专业课、通识课具有内容一致、方向同向和功能连续的特点建设“三合一”的课程体系,从空间上满足方向一致的要求;第二,在加强“课程思政”与“思政课程”“全员”协同育人的角度,对教师主体进行研究,对思政教师、通识教师、学科专业任课教师提出不同的具体要求,确定其定位,通过打造一支高水平的教师队伍促进协同育人建设;第三,在创新“课程思政”与“思政课程”“全过程”协同育人的角度,通过深挖课程思政元素和建设合理的教材载体融合设计教学内容,通过加强实践教学活动和应用网络平台载体灵活制定教学方法,通过对教师课程教学能力和对学生群体素质提升的考核评价方法合理优化效果评价,从学习顺序的角度使得协同育人贯穿学生成长的全过程。有利于提高“课程思政”在思想政治教育工作中的地位和作用,打破在高校思想政治工作中,“思政课程”处于孤立无援的境地,促使“课程思政”协同“思政课程”共同将育人工作落到实处,落实“三全育人”体系的形成。

In July 2015, the Central Propaganda Department and the Ministry of Education jointly issued the "Innovation Plan for the Construction System of Ideological and Political Theory in Colleges and Universities ", which clearly states :" Adhere to the combination of ideological and political theory and professional courses, pay attention to the educational function of all courses, all teachers' educational responsibilities ." In December 2016, General Secretary Xi Jinping again stressed at the National Conference on ideological and political work in Colleges and Universities :" All other courses should keep a good section of the canal, plant a good field of responsibility, so that each course and ideological and political education theory courses in the same direction, forming a synergistic effect ". This is in line with the general goal of educating people as clearly stated in the report of the Nineteenth National Congress of the Party. Cultivating socialist builders and successors needs to maintain a high level of development in all aspects. At the same time, it also provides a strong theoretical support for college professional courses, general courses and ideological and political theory courses to achieve collaborative education. However, the traditional colleges and universities still insist that the "ideological and political curriculum" play a leading role in educating people. Shaanxi colleges and universities are also in such a state. In the face of such a realistic situation, we should coordinate the development of "ideological and political curriculum" by fully perfecting the aspect of "ideological and political education in curriculum" in order to promote the development of ideological and political work in colleges and universities. It is necessary to strengthen the cognition, affirm the status of the curriculum as an important carrier of education, take the "ideological and political curriculum" as a systematic work, take the "moral education" as the theoretical support, and take the "three full education" as the method support.

In this paper, according to the practical problems found in the cooperative education of "ideological and political education in curriculum" and "ideological and political courses" in colleges and universities, this paper takes "who, how and for whom" as the direction, analyzes the causes and practical thinking of the related problems in the four aspects of organization, subject, content and evaluation, and obtains effective countermeasures. First, in improving the "ideological and political education in curriculum" and "ideological and political curriculum" "all-round" collaborative education point of view, vertical through the school party committee to strengthen unified leadership, joint promotion of administrative departments, departments responsible for the implementation of the three aspects of the construction of "from top to bottom" security mechanism, horizontal ideological and political theory courses, professional courses, general courses with consistent content, direction and function of the characteristics of continuous construction of "three-in-one" curriculum system, from the space to meet the requirements of the same direction; Secondly, from the point of view of strengthening the cooperative education of "ideological and political curriculum" and "whole staff ", this paper studies the main body of teachers, puts forward different specific requirements for ideological and political teachers, general teachers and teachers of disciplines and specialties, and determines their orientation. Promote the construction of"ideological and political education in curriculum" and "ideological and political curriculum" by building a high level of teachers; Thirdly, from the point of view of innovating" ideological and political curriculum "and" whole process ", combining the ideological and political elements of curriculum and building reasonable teaching material carrier to design teaching content, through strengthening practical teaching activities and applying network platform carrier to flexibly formulate teaching methods. It is conducive to improve the status and role of " course ideological and political " in ideological and political education , break the ideological and political work in colleges and universities , promote the "ideological and political education in curriculum" and "ideological and political curriculum" to implement the education work and implement the formation of the " three complete education " system .
