煤矿事故严重影响了煤矿企业的安全生产,为预防事故的发生,本文以煤矿生产过程中的险兆事件为研究对象,构建了煤矿险兆事件管理信息系统,为险兆事件建立一个风险信息共享预警平台,辅助管理者进行信息统计分析、信息掌控与安全决策,减少员工人因失误,进而降低险兆事件和事故的发生率,提高煤矿安全生产管理水平。
本文首先对国内外煤矿险兆事件的研究进行了综述,分析了国内外险兆事件管理流程和险兆事件管理信息系统的优缺点,提出煤矿险兆事件管理流程应是:发现、报告、评估分级、原因分析、解决方案、宣传、落实反馈的一个闭环管理过程;其次采用LEC法,建立煤矿险兆事件分级的半定量评价模型,对上报的险兆事件进行量化分级;采用文献综述法,建立基于险兆事件的矿井安全评价指标,解释了指标的构成与量化过程,基于层次分析(AHP)法,确定评价指标权重,并为评价结果划分了安全等级;然后对煤矿险兆事件管理信息系统的业务流程图进行分析和设计,构建了系统用户管理、员工险兆事件上报管理、险兆事件信息查询浏览、险兆事件信息统计、安全预测、系统公告六个主要功能模块,并对数据库和系统界面进行了设计;基于B/S架构,结合Xampp开发平台和PHP编程语言对煤矿险兆事件管理信息系统进行实现,并对系统进行功能性测试;针对煤矿险兆事件信息管理系统的应用提出实施对策,确保系统应用的适应性和可操作性。
煤矿险兆事件信息管理系统的研究与应用,改被动的、问题出发型管理方式为主动的、问题发现型管理方式,增加了事前控制的方式,提高了煤矿险兆事件的管理效率,有利于减少煤矿生产事故的发生。

Coal mine accidents seriously affect the safety production of coal mine enterprises. In order to prevent the occurrence of coal mine accidents, a near miss management information system of coal mine is constructed in this paper with near miss as the object of research in the process of coal production, to establish a risk information sharing early warning platform, help managers to carry out information statistics, information control and security decision, and reduce employee mistakes made by human factor, then reduce the occurrence of near miss events and accidents, promote coal mine safety production management level.
Reviewing and analyzing the research of coal mine near miss events and near miss management information system in domestic and foreign first, the coal mine near miss management process should be found: discovering, reporting, classification, analysis of causes, solutions, publicity, implement feedback, a closed-loop feedback management process; Secondly, using LEC method, a Semi quantitative evaluation model of the near miss events classification is established to quantitative grade of the reported event; With literature review method, the mine safety evaluation indexes based on the near miss events are established, and their composition and quantitative are explained, based on the analytic hierarchy process (AHP) method, the weight of evaluation indexes are determine and the security levels of the evaluating results are divided; and then the business flow chart of the near miss management information system of coal mine is analyzed and designed to construct Six main function modules, including system user management, employee near miss reporting management, near miss information inquiry and browsing, near miss information statistics, safety forecast and system announcement, and design the database and system interface; Based on B/S information system development mode, and combined with Xampp development platform and PHP programming language, the near miss management information system of coal mine were realized and tested; The Countermeasures for the application of the near miss management information system of coal mine are put forward to ensure the adaptability and operability of the system application.
The study and application of the near miss management information system of coal mine, not only turns passive and problem-based information mode into active and problem-finding management mode, but provides methods of feed forward control as well.Therefore, it improves efficiency of near miss management of coal mine and reduces the probability of coal mine accidents.
