当前我国的经济发展处于关键的转型时期，煤化工企业在能源转型中承担着越来越重要的角色。煤化工行业由于自身的工艺、技术、流程复杂，所需设备及材料的种类繁多，影响自身发展的不确定性因素较多，企业被动承受的风险增大，如何防范风险和管控风险成为了企业管理的一个重要研究方向。

本文以能源企业CE集团的下属煤化工企业SM公司为实例，首先对文章研究的背景、意义以及方法进行了介绍，阐述了国内外风险及采购风险管理理论的发展和变革；其次，对采购风险管理理论中风险识别、风险评估、风险控制的理论和体系进行了详细的介绍；再次，对SM公司采购管理的现状进行分析，梳理出了SM公司在采购管理活动中存在的问题和不足，针对问题和不足提出了SM公司采购风险管控的方向和优化方案；并从风险意识、人员管理、风险体系、风险总结和预警等四个方面确立了相关的实施保障措施。最后，得出文章的研究结论：合理运用采购风险管控理论可以很大程度上帮助SM公司控制目前采购管理活动中的一些风险因素，解决当前的一些风险问题，降低企业的采购成本，提升企业的风险管控水平，提升企业自身的市场竞争能力，使企业更好地适应当前市场环境的变化，它不仅能为国内的煤化工企业存在的一些采购风险管理问题提供实例借鉴，同时也为我国煤化工行业在采购风险管理相关理论的实施和应用上提供一定的经验。

Due to the complex process, its complex process, the variety of equipment and materials required, there are many uncertain factors affecting its own development, and the passive risk of enterprises increases. How to prevent risks and control risks has become an important research direction of enterprise management.

In this paper, taking SM Company, a coal chemical enterprise under the energy enterprise CE Group, as the research object. Firstly, introduced the background, significance and methods of the article study, and the development and reform of risk and procurement risk management theory at home and abroad. Secondly, Detailed introduction to the theories and systems of risk identification, risk assessment, and risk control in procurement managemen. Again, analyzed the current situation of procurement management of SM Company, and Sorted out the problems and deficiencies in procurement management activities. In view of the problems and deficiencies, proposed the direction and optimization scheme of SM company's procurement risk control, and the relevant implementation measures from the risk awareness, personnel management, risk system, risk prewarning. Finally, the paper concluded: reasonable procurement risk management can largely help SM companies to control the procurement management activities, solve the problem of the current risk. It also can reduce enterprise procurement cost, enhance the enterprise risk control level, improve enterprise market competition ability, and make the enterprise to better adapt to the change of the current market environment. it can not only provide reference for procurement risk management of domestic coal chemical enterprises, but it can also provide practical experience for the implementation of procurement risk management in this industry.
