主导产业能够对其他产业产生引导和带动作用，从而带动整个经济的发展。区域主导产业选择是区域发展战略定位的基础，是区域经济实现全面协调可持续发展的必要前提。近年来，在陕西经济发展过程中，不断增长的需求与生态环境污染之间的矛盾日益凸显。陕西省如何在生态环境约束下，实现经济健康可持续的发展，选择并培育主导产业显得尤为重要。 本文首先在系统总结区域主导产业选择研究的基础上，分析了现阶段陕西省主导产业的发展环境和存在的问题，从农业、第二产业和第三产业三次产业的角度，发现现阶段陕西省经济发展中面临生态环境约束和主导产业的优势不明显等问题。分析了未来主导产业应具备的条件，确定了本文主导产业选择的生态环境基准、经济效率基准、市场增长潜力基准、产业关联基准、吸纳劳动力基准、产业竞争优势基准和技术进步基准等七个基准和17个下属指标。运用投入产出方和因子分析法，构建了陕西省主导产业选择的指标体系和评价模型，对生态环境约束下陕西省主导产业进行了初步的筛选。其次，对初步筛选的主导产业进行合理性分析。参考国外现状，结合陕西省产业发展现状和发展规划等方面进行定性分析，确定了生态环境约束下陕西省的主导产业为：电子信息产业、装备制造业、服务业、建筑业、非金属矿物制品业、食品工业、纺织业和医药制造业。确定能源化工工业和冶金工业为陕西省主导产业的备选产业。最后，根据实证分析的结果，从政府和产业两个层面给出了生态环境约束下陕西省主导产业的发展对策。 本文的研究结论对陕西省产业结构的调整和主导产业的培育具有一定的参考价值。

Leading industry plays a significant role in regional economic development,it can guidance and leading other industries. Regional leading industry selection is the basis of regional development strategy; it is the necessary premise of regional economy to realize comprehensive, coordinated and sustainable development. In recent years, in the process of Shaanxi economy development, growing demand and the contradiction between the ecological environment pollution is becoming more and more highlighted. How to promote the economic sustainable and healthy development under the restriction of environment, choose and cultivate leading industry in Shaanxi is particularly important. This paper analyzes the development of leading industry in Shanxi province at environment and existing problems on the basis of regional leading industry choice. from agriculture, secondary industry and tertiary industry three industry point of view, found that the economic development in shaanxi province in the facing ecological environment problems and the advantage of leading industry is not obvious. This article clear about the future leading industries should have the conditions and factors, determined the seven benchmark for the leading industry selection as follows:. ecological environment, economic efficiency, market growth potential coefficient, the industrial connection coefficient, the industrial competitive advantage, quantity of employment and technological progress in seven aspects benchmark and 17 initial indicators, using the input-output method and factor analysis model, establish the leading industry selection index system and evaluation model and carried on the preliminary screening in the shaanxi province under the constraint of the ecological environment. Secondly, an analysis of the rationality of the results of quantitative research, combined with the Shaanxi province industry development present situation and the government plan for qualitative analysis, determined the leading industries of the present stage Shaanxi province are as follows: electronic information industry, equipment manufacturing, services, construction, the gold content products industry, food industry, textile industry and medicine. Energy chemical industry and metallurgy industries for alternative industries for leading industry in Shaanxi Province. Finally, according to the result of empirical analysis, countermeasures under the constraint of ecological environment of leading industry in Shaanxi province are given from two aspects: the government and the industry. In this study, the research conclusion has a certain reference value for the cultivation of leading industryand the adjustment of industrial structure in Shaanxi province.
