当今世界面临着人口、资源与环境三大热点问题。要使资源、生态环境与社会经济发展相协调，选择可持续发展的道路已成为世界各国的共识。 本文通过介绍国内外可持续发展的基本理论、研究现状和国内煤炭工业可持续发展的最新动态，并对西部煤炭开发利用现状进行了分析，得出影响西部煤炭可持续发展的经济、人口、资源、环境和社会等因素。在此基础上，借鉴现有国内、外的有关研究成果建立了西部煤炭可持续发展评价指标体系，进一步对西部煤炭可持续发展的综合评价方法及其赋权方法进行了分析和比较，为解决现有赋权法中权重计算复杂性的问题，本文引入了一种新的主观赋权法—G1法，采用这种赋权法建立了一种新的西部煤炭可持续发展水平的综合评价方法--G1权—模糊综合评价法。 将建立的西部煤炭可持续发展理论与方法应用于华亭煤电股份公司，在完成对实证案例动态分析的同时，使评价理论和方法得到应用性检验。

Facing with population、environment and resources three hot questions in the world nowadays，It has become common understandings of every country in the world to choose the road of sustainable development． This paper begins with recommend of present researches and theories domestically and abroad of sustainable development，and the latest trends of sustainable development in domestic coal industry，It analyses development and use of coal in the West，then gets the factors that have influence on sustainable development of coal in the West such as economy、population、resources、environment and society．On the base of analyzing and using present researches for reference，this paper sets up a set of evaluation index system for sustainable development of coal in the West，and makes a systematic analysis and compares with the method of synthetical evaluation and weighting．After pointing out the complex calculation of others method in weighting，the paper recommends a new method of subjectively weighting －G1 method，and sets up a new kind of synthetical evaluation method of sustainable development of coal in the West――G1 weighing－fuzzy synthetical evaluation method． The established theory and method of sustainable development of coal in the West are applied in Huating Coal & Electricity Company Ltd．The evaluation theory and method are applicably tested after dynamic analyzing the developing processes of the empirical case．
