<p>当前,全球经济进入新旧动能转换期,科技革命孕育突破、产业革命蓄势待发。面对发达经济体科技、经济封锁和新兴经济体追赶超越的双重挑战,传统经济增长模式难以为继,科技发展水平不高、创新能力不强、科技支撑经济社会发展能力不足成为制约中国经济发展的“阿喀琉斯之踵”。“十四五”规划提出,要构建实体经济、科技创新、现代金融、人力资源协同发展的现代产业体系。党的二十大提出,要加强科技基础能力建设,提升国家创新体系整体效能,提高科技成果转化和产业化水平,推动战略性新兴产业融合集群发展。可见,以科技创新驱动产业升级是当前发展的重要任务。因此,研究科技创新对区域产业升级的影响,具有一定的理论价值与现实意义。</p>
<p>本文首先在回顾已有科技创新理论与产业升级理论的基础上,详细分析科技创新对产业升级的作用机制;其次以中国285个地级及以上城市为研究对象,利用其2011—2020年的相关数据,构建空间计量模型实证检验科技创新对产业升级的影响及其空间溢出效应,并探讨其区域异质性,得出主要结论如下:(1)中国各城市间产业升级水平存在显著的空间正相关性;(2)科学研究显著提高本地区及相邻地区产业结构高级化的“量”,技术开发显著提高本地区产业结构高级化的“量”,显著降低相邻地区产业结构高级化的“量”;(3)科学研究显著降低本地区及相邻地区产业结构高级化的“质”,技术开发显著提升本地区产业结构高级化的“质”,显著降低相邻地区产业结构高级化的“质”;(4)科学研究显著提升本地区及相邻地区的产业结构合理化水平,技术开发显著降低本地区及相邻地区的产业结构合理化水平;(5)科学研究与技术开发对东部城市、中部城市、西部城市、东北部城市产业升级的影响存在显著的区域异质性。最后提出应重视基础研究与应用研究、合理布局创新资源、加强区域科技创新联系、根据地区特色发展优势主导产业、加速战略新兴产业发展等对策与建议,以期有效提高中国科技创新水平与产业升级水平,助力中国实现高质量发展。</p>

<p>At present, the global economy has entered a period of transformation between old and new driving forces. The scientific and technological revolution has bred breakthroughs and the industrial revolution is poised to take off. In the face of the dual challenges of technology and economic blockade of developed economies and catching up and surpassing of emerging economies, the traditional economic growth model is difficult to sustain. The low level of scientific and technological development, weak innovation ability, and insufficient ability of science and technology to support economic and social development have become the “Achilles heel” that restricts China's economic development. The Fourteenth Five Year Plan proposes to build a modern industrial system with coordinated development of real economy, scientific and technological innovation, modern finance and human resources. At the 20th National Congress of the Communist Party of China, it was proposed to strengthen the construction of basic scientific and technological capacity, improve the overall effectiveness of the national innovation system, improve the transformation and industrialization of scientific and technological achievements, and promote the development of strategic emerging industries in the integration cluster. It can be seen that it is an important task for current development to drive industrial upgrading with scientific and technological innovation. Therefore, it has certain theoretical value and practical significance to study the impact of scientific and technological innovation on regional industrial upgrading.</p>
<p>Firstly, based on the review of existing scientific and technological innovation theory and industrial upgrading theory, this paper analyzes the mechanism of scientific and technological innovation on industrial upgrading in detail; Secondly, taking 285 cities at or above the prefecture level in China as the research object, using the relevant data from 2011 to 2020, this paper constructs a spatial econometric model to empirically test the impact of scientific and technological innovation on industrial upgrading and its spatial spillover effect, and discusses its regional heterogeneity. The main conclusions are as follows: (1) There is a significant spatial positive correlation between the industrial upgrading levels of China's cities; (2) Scientific research has significantly improved the “quantity” of industrial structure upgrading in this region and adjacent regions, technology development has significantly improved the “quantity” of industrial structure upgrading in this region, and significantly reduced the “quantity” of industrial structure upgrading in adjacent regions; (3) Scientific research significantly reduces the “quality” of industrial structure upgrading in this region and adjacent regions, technology development significantly improves the “quality” of industrial structure upgrading in this region, and significantly reduces the “quality” of industrial structure upgrading in adjacent regions; (4) Scientific research has significantly improved the level of industrial structure rationalization in this region and its neighboring regions, and technology development has significantly reduced the level of industrial structure rationalization in this region and its neighboring regions; (5) There is significant regional heterogeneity in the impact of scientific research and technological development on industrial upgrading in eastern, central, western, and northeastern cities. Finally, it proposes that we should attach importance to basic research and application research, rationally distribute innovation resources, strengthen regional scientific and technological innovation links, develop dominant industries according to regional characteristics, and accelerate the development of strategic emerging industries, so as to effectively improve China's scientific and technological innovation level and industrial upgrading level, and help China achieve high-quality development.</p>
