目前我国煤矿事造成大量人员死亡,事故发生时,因缺乏高效、协调、统一的应急管理机制,难以采取及时、科学和高效的应急响应对策,致使事态扩大是一个不可忽视的原因,因此对煤矿安全生产应急管理系统的研究,成为煤矿安全管理迫切需要解决的问题。 传统的采用C/S结构的煤矿应急管理信息系统程序繁杂、存在着一定的缺陷,本文总结国内外煤矿安全生产应急管理领域的研究,最终采用了使系统简单易于维护,安全高效的B/S结构的系统设计。通过对煤矿应急管理理论的研究,规范煤矿应急预案的内容,分析煤矿应急预案体系,从而提出了一种基于B/S结构的系统设计及实现方法。该系统运行于微软.Net平台,并以SQL Sever 2005作为后台数据库服务器,用ASP.Net编写Web服务器有关程序,以ASP.Net组件ADO.Net访问数据库,使得系统具有运行可靠、高效,查询方便、可扩展和易维护等特点。实际运用证明该系统具有一定的实用性和通用性。

At present, China coal mine accidents have caused massive loss. When the accident occurred because of the lack of efficient, coordinated, integrated emergency management system, so it is difficult to take timely, scientific and efficient emergency response measures. Lead to worsening of the situation is a cause can not be ignored. Therefore, coal mine production safety emergency management system has become an urgent need for mine safety management problems.   The traditional use of C / S structure of the mine emergency management information system process complicated. There are some flaws in it. This paper has summarized the field of emergency management in coal mine production safety research. Eventually used to make the system simpler and easier to maintain, safe and efficient B / S structure of the system design. Mine emergency management theory through research, normative content of the mine emergency plan. Analysis of the mine emergency preparedness system. Which was proposed based on B / S structure of the system design and implementation method. The system runs on Microsoft. Net platform and to SQL Sever 2005 as the database server. ASP.Net Web server with the preparation of the program. ADO.Net ASP.Net component to access the database. That makes the system reliable, efficient, convenient query scalability and easy maintenance. Practical use prove that this system is practical and versatile.
