随着我国经济的快速发展、产业结构的深化调整,在移动互联网、人工智能、大数据、工业互联网、智能制造、虚拟现实等领域加快战略布局的步伐,创新加速并逐步向多种技术融合的集成化、系统化创新转变,信息技术型企业大量涌现并高速发展。《中国制造 2025》、《国务院关于积极推进互联网+”行动的指导意见》、《国务院关于深化制造业与互联网融合发展的指导意见》等的部署,赋予了软件和信息技术服务业新的使命。在政策及技术双重推动下,山东省出现大批中小型软件科技企业,对于区域经济的发展及产业结构的优化具有重要的作用。但一部分中小型软件公司由于对市场认识不深、技术优势不明显、市场定位不清晰、经营盲目,限制了自身发展及技术突破。

TS公司是一家年轻的软件技术开发型企业,致力于互联网金融大数据风控应用领域的软件系统的研究与开发,是提供大数据分析服务的优质软件系统服务商具有较好的信息技术基础以及一定的市场积累,然而自2017年起政策变化影响公司业务,面对激烈的市场竞争,TS公司需重新进行战略布局,以求在瞬息万变的市场环境下实现自身生存和发展。

本文以中小型软件科技企业TS公司发展战略研究为主题,整理了国内外学者研究成果,形成了本研究的理论基础;阐述了中小软件科技企业的定义、企业发展战略概念及作用、企业战略管理过程以及相关的战略分析工具等;对TS公司发展发展现状及存在问题进行了客观、全面的分析;运用PEST、波特五力模型以及SWOT等工具深入研究TS公司发展环境,提出其机遇与威胁优势与劣势,在此基础上提出了TS公司发展战略定位、战略目标,进行了发展战略选择,并进一步研究制定了TS公司主要职能战略,包括产品研发、客户服务、市场营销、人力资源战略结合TS公司发展战略实施保障措施,确保企业发展战略的科学有效实施。

本文的研究有助于TS公司的转型发展,对中小型软件科技企业的战略研究与制定也有一定的借鉴意义。

With the rapid development of my country's overall economy and the deepening of the adjustment of industrial layout, the pace of strategic layout in the fields of mobile Internet, artificial intelligence, big data, industrial Internet, intelligent manufacturing, virtual reality, etc. is accelerated, innovation is accelerated and gradually integrated into multiple technologies The integration and systemization of innovation and transformation of China, information technology enterprises have emerged in large numbers and developed rapidly. The deployment of "Made in China 2025", "Guiding Opinions of the State Council on Actively Promoting the "Internet +" Action, and "Guiding Opinions of the State Council on Deepening the Integrated Development of Manufacturing and the Internet" has given the software and information technology service industry a new mission. Driven by continuous policy and technology, a large number of small and medium software technology companies have emerged in Shandong Province, which plays an important role in regional economic development and industrial layout optimization. However, some small and medium-sized software companies have limited their own development and technological breakthroughs due to their lack of deep understanding of the market, unobvious technological advantages, unclear market positioning, and blind management.

TS company is a young software technology development company, committed to the research and development of software systems in the field of Internet finance big data risk control applications, and is a high-quality software system service provider that provides big data analysis services. It has a good foundation of information technology and a certain market accumulation. However, the policy has changed since 2017 Affecting the company’s business and facing fierce market competition, TS company needs to re-strategic layout in order to achieve its own survival and development in the ever-changing market environment.

This paper takes the research on the development strategy of small and medium-sized software technology companies TS as the theme, organizes the research results of domestic and foreign scholars, and forms the theoretical basis of this research; expounds the definition of small and medium software technology companies, the concept and role of corporate development strategies, and corporate strategic management Process and related strategic analysis tools, etc.; conducted an objective and comprehensive analysis of the development status and existing problems of TS company; used PEST, Porter's five forces model and SWOT to study the development environment of TS company in depth, and put forward its opportunities and threats , Advantages and disadvantages, on this basis, proposed the development strategic positioning and strategic objectives of TS company, carried out development strategy selection, and further studied and formulated the main functional strategy of TS company, including product development, customer service, marketing, and human resources strategy , Combined with the safeguard measures for the implementation of the TS company’s development strategy to ensure the scientific and effective implementation of the company’s development strategy.

The research in this article is helpful to the transformation and development of TS companies, and also has certain reference significance for the strategic research and formulation of small and medium software technology companies.
