地方政府融资平台公司的产生和发展与中国城镇化建设有着密不可分的关系。由于地方政府财政能力不足，为地方政府融资平台公司的产生提供了条件。诚然，这些公司对城镇化进程的推进和当地经济快速发展起到了巨大的作用，但是在急速发展的过程中，问题也随之出现。并且，随着国家政策的不断调控，融资难度越来越大，融资平台类公司既要完成城市基础建设任务，又要面对现金流不足等问题。D投资公司作为西安市曲江新区重要的融资平台类公司，一方面经历近十年的发展历程，在产业规模和业务范围实现了巨大突破，在城市发展中发挥了积极作用；另一方面也面临着同类型公司的问题。在面对十三五规划收官之年及即将到来的十四五规划开局之年，D投资公司需要制定适合本公司的发展战略，以确保公司实现持续稳健发展。

本文运用战略管理研究的理论和方法，首先论述了企业战略管理的相关理论和战略分析方法，明确了地方政府融资平台的功能和作用，分析了企业战略管理的特征和管理过程，介绍了PEST分析模型和SWOT分析模型的应用。接着，通过大量细致而深入的调研工作，论述了D投资公司的发展过程和现状，分析了其财务状况、宏观环境和行业环境。随后，运用SWOT战略分析工具及QSPM矩阵战略评价方法确定了D投资公司的发展战略。然后，根据D投资公司已经确定的战略定位，分别从战略目标、实施内容、路径和策略三个方面进行了详细分析，认为D投资公司发展战略的实施内容主要集中在“大开发”“大体育”“大物业”和“大教育”；其中，“大开发”代表的土地及房地产开发仍应是D投资公司核心业务，“大物业”成为稳步上升的增长点；而对“大体育”和“大教育”的投入应大幅提升，是实现收入来源多样化的主要发力点。最后，提出支撑战略规划的四方面保障措施，分别为资金、人力资源、内部控制和企业文化。

本文通过对D投资公司的发展战略进行分析研判，为公司未来发展指明了方向，同时也对国内同类型公司的发展战略提供了借鉴。

The appearance and development of financing companies run by local governments is closely related to the construction of China's urbanization.The insufficient financial capacity of local governments provides condition for the appearance of LGFV companies.It indeed plays a significant role in promoting the urbanization and the rapid development of local economy,but problems also appear in the process of rapid development. Besides,with the constant regulation of national policies,financing becomes more and more difficult.Financing platform companies not only need to complete the task of urban infrastructure construction,but also need to face the problem of insufficient cash flow.Investment company D,as an important financing platform company in Qujiang New District of Xi'an,has experienced nearly ten years of development on the one hand,has achieved huge breakthroughs in industrial scale and business scope,and has played an active role in urban development;on the other hand,it also faces the same problem with the above types of companies.In the year when the 13th Five-Year Plan ends and the upcoming year of the 14th Five-Year Plan,investment company D needs to make a development strategy suitable for the company in order to ensure the company's sustainable and steady development.

This article uses the theories and methods of strategic management research,this paper first discusses the relevant theories and strategic analysis methods of enterprise strategic management,clarifies the functions of local government financing platforms,analyzes the characteristics and management process of enterprise strategic management and introduces the application of PEST analysis model and SWOT analysis model.Next,the development process and current situation of investment company D is discussed,and its financial status,macro environment and industry environment is analyzed by conducting a large amount of detailed and in-depth research.Then,SWOT strategy analysis tool and QSPM matrix strategy evaluation method is used to determine the development strategy of investment company D.And then,a detailed analysis is made from three aspects: strategic objectives,implementation contents and approach and strategies according to investment company D’s strategic orientation.It concludes that the implementation contents of investment company D's development strategy mainly focus on "great development", "great sport", "great property" and "great education".Among them,the land and real estate development represented by "great development" should still be the core business of investment company D,and "great property" has become a steadily rising growth point.The investment in "great sport" and "great education" should be greatly increased,which is the main driving force for the diversification of the source of income.Finally, four safeguard measures are proposed to support strategic planning,they are respectively capital,human resources,internal control and corporate culture.

This article analyzes and judges the development strategy of investment company D,which points out the direction for the company's future development,and also provides a reference for the development strategy of domestic companies of the same type.
