改革开放以来,随着重工业、高耗能工业的快速发展及人们物质生活水平的大幅提高,陕西省能源消费也大幅度增长。但在能源消费过程中,较为落后的技术水平导致陕西省出现单位能耗产值低、能源浪费严重及环境污染等影响陕西省能源消费及经济、社会可持续发展的问题。为保证陕西省能源消费及经济、社会可持续发展,应提高知识、技术在能源消费过程的中的作用,以此实现陕西省能源消费方式由“粗放型”向“集约型”转变,并实现陕西省“十一五”规划单位产值能耗降低20%的目标。
为此,本文在分析陕西省能源消费及技术进步现状的基础之上,对技术进步与陕西省能源消费的关系进行了系统的研究。主要工作和研究成果如下:
(1)参考“区域技术进步综合评估体系”及“国家科技进步综合评估指标体系” ,归纳出影响陕西省技术进步的十九个因素,以此为基础,建立陕西省技术进步综合评估体系。
(2)利用灰色关联理论及灰色优势理论遴选出对陕西省能源消费构成重要影响的关键技术进步指标。
(3)研究关键技术进步指标与陕西省能源消费的关系,得到以下结论:随着技术的进步,陕西省能源消费总量是逐步上升的;煤炭在陕西省能源消费结构中的比例是不断下降的;陕西省单位能耗产值是不断上升的。
(4)研究科技投入与陕西省能源消费关系,得到以下结论:随着科技投入的增加,陕西省能源消费总量是逐步上升的;煤炭在陕西省能源消费结构中的比例是不断下降的;陕西省单位能耗产值是不断上升的。
(5)利用GM(1,1)模型及灰色发展决策模型,选择实现降低陕西省单位产值能耗的最优科技投入政策,为政府部门制定科技政策及能源消费政策提供理论支持。

Since the reforming and opening-up of China, along with the quick development of heavy and highly energy consumption industry, and the enhancement of the life level, the energy consuming of Shaanxi Province has expended by large scale, but because of the low technical level of Shaanxi Province, the output of unit energy consumption value was low, the energy resources wasted too much and the environmental pollution is serious. In order to guarantee the sustainable development of the energy consumption, the economy, the social of Shaanxi Province, we should enhance the function, of knowledge, the technology in the process energy consumption. By this, to realizes change the energy consumption way from "the extension" to "the intensive” and to realize the energy consumption target the Eleven Five plan of Shaanxi Province.
Therefore, on the base of analyzing the energy consumption and technical progress condition of Shaanxi Province, this paper systematically research. The relations between technical progress and the energy consumption of Shaanxi Province, the main work and research results as follows:
(1) referred to "the overall evaluation system of regional technology progress " and " the overall evaluation system of country technology progress ", it induced 19 factors which affect the technology progress of Shaanxi Province, on this basis, establishes the "the overall evaluation system of regional technology progress of Shaanxi Province ".
(2) by using the gray connection theory, chooses the essential technology advancement which influence the energy consumption of Shaanxi Province .
(3) This paper studies the essential technology progress which the influence the energy consumption of Shaanxi Province, and obtains following conclusion: Along with the technical progress, the total energy consumption quantity is rises gradually; The coal proportion in Shaanxi Province energy consumption drops unceasingly; The unit energy consumption output value rises unceasingly.
(4) This paper studies the relations between the technical investment and energy consumption, and obtains following conclusion: Along with the technical investment increase, he total energy consumption quantity is rises gradually; the coal proportion in Shaanxi Province energy consumption drops unceasingly; the unit energy consumption output value rises unceasingly.
(5) By using the gray development decision-making model, choose the best technical investment policy to reduce the unit output value energy consumption.
