摘 要
在经济快速发展的新时期,以及经济新常态的背景下,社会对于能源需求不断升级,需求量不断提升,煤炭、天然气、石油等对环境有一定污染的传统能源,其使用的有限性和对环境的污染逐渐显露,使用绿色、低碳的清洁能源成为广大人民群众对于优良生态环境期待的主要选择。国家发改委在2016年印发的《关于推进电能替代的指导意见》(发改能源[2016]1054号)中指出,电能具有洁净、安全、方便等优势,实施电能替代对于推动能源消费革命、落实国家能源战略、促进能源清洁化发展意义重大。在整个电力产业体系中,变电站发挥着转换电压等级、集中和分配电能等作用,以来增强用户用电的稳定性和安全性。目前变电站建设项目的规模和数量在不断拓展,无论是原有变电站项目的扩容,还是一些新建变电站工程,其风险管理对日后项目能否高效、持续运营关系重大。风险管理不仅能提高工程建设质量,而且能保障项目投入生产后的运营效率。本次研究以工程项目风险管理理论为基础,通过问卷调查寻找变电站项目风险源,建立针对性的风险管理指标体系,并以A变电站工程为例对风险管理指标体系做了测评。测评发现,A变电站项目的整体风险为2.5820,介于中度风险和高风险之间,提示项目施工方应高度重视。构成变电站工程风险的因素是多方面的,包括人员、设备、环境、技术、管理等,并据此提出加强风险管理的对策建议。本研究对于加强A变电站项目风险管理有参考价值,对于搞好同类项目风险管理有借鉴作用。

ABSTRACT
In the new era of rapid economic development and the new economic normal, the society is constantly upgrading its energy demand, and its demand is increasing. The limited use of traditional energy sources such as coal, natural gas and petroleum that have certain pollution to the environment and its environment are The pollution has gradually emerged, and the use of green, low-carbon clean energy has become the main choice for the broad masses of people to look forward to an excellent ecological environment. The National Development and Reform Commission issued the "Guiding Opinions on Promoting Electric Energy Substitution" issued in 2016 (Development and Reform Energy [2016] No. 1054) that electric energy has the advantages of being clean, safe and convenient, and implementing electric energy substitution is to promote the energy consumption revolution and implement the country. Energy strategy and the promotion of clean energy development are of great significance. In the entire power industry system, substations play the role of switching voltage levels, concentrating and distributing electrical energy, and have enhanced the stability and safety of users' electricity consumption. At present, the scale and number of substation construction projects are constantly expanding. Whether it is the expansion of the original substation project or some new substation projects, its risk management is of great importance to the future operation of the project. Risk management can not only improve the quality of project construction, but also ensure the operational efficiency of the project after it is put into production. Based on the risk management theory of engineering projects, this paper finds the risk source of substation project through questionnaire survey, establishes a targeted risk management index system, and takes the A substation project as an example to evaluate the risk management index system. The assessment found that the overall risk of the A substation project is 2.5820, which is between the medium risk and the high risk, suggesting that the project construction party should attach great importance to it. The factors that constitute the substation engineering risk are various, including personnel, equipment, environment, technology, management, etc., and accordingly propose countermeasures to strengthen risk management. This study has reference value for strengthening the risk management of A substation project, and it can be used as a reference for doing a good job in risk management of similar projects.
