摘要

党的十八大召开以后,围绕精准扶贫、精准脱贫,习近平总书记号召全党、全国开展精准扶贫、脱贫工作,必须团结一切可以团结的力量,旨在帮助贫困人口摆脱贫困,一场声势浩大的脱贫攻坚战正在如火如荼进行。陕北近几年在脱贫攻工作中取得了瞩目的成就,于20202月所有贫困县摘穷帽,经济的快速发展也为陕北地区的教育发展注入了力量,因为贫困上不起学的状况越来越少。但由于陕北地区的贫困问题时间久、贫困面广、程度深,脱掉贫困帽只是脱贫攻坚战中的阶段性胜利,距真正实现全面小康还有一段路要走,扶贫工作不能停滞,防返贫工作仍要继续,陕北地区农村位置比较分散,人口密度小,农村的教育始终发展缓慢,教育效果不尽人意,而要真正的打赢这场,农村教育的发展尤为重要。近两年关于陕北地区脱贫成果研究中,以退耕还林、煤矿石油等工业以及农业产业为主,目前,国内关于陕北地区在精准扶贫中教育扶贫作用研究不多,本文将以陕北地区为例,对精准扶贫中教育扶贫的作用进行研究互联网+教育的新模式为陕北地区实现教育改革和发展提供新的思路,对于建设教育强国具有现实意义。      

 马克思的反贫困理论、精神生产力说以及人力资本理论等为理论基础,研究借助互联网这一科学技术进一步改善陕北农村地区教育资源匮乏等状况以此来实现教育扶贫的目标。本文分析了陕北农村地区教育扶贫、互联网+教育扶贫的现状,通过大量最新数据和实地调研对陕北农村和城市地区教育教学的师资力量、办学条件、教育经费投入和教学质量进行对比,从体制层面政府和教育政策层面以及教师层面深入分析导致农村地区教育发展缓慢或不均衡的原因。结合互联网+教育扶贫成功的案例和经验,分析互联网+”时代教育教学发展的机遇新挑战,并以此为契机探讨借助互联网技术进一步展开我国教育教学发展的新局面。包括加大教育经费投入,保障信息化办学条件、加强师资队伍建设、加强对互联网+教育的宣传引导、加强监督,保障农村地区教育资源质量和正确认识互联网教育与传统教育几个方面,通过政府、教育主管部门、互联网教育行业和学校的共同努力,实现陕北农村地区在摘贫困帽这一新的阶段进一步发挥“互联网+教育在扶贫工作中的力量,坚定不移围绕乡村振兴战略实现现代化进程落实互联网+教育实现教育精准扶贫起到帮助未脱贫的人口实现脱贫致富、已脱贫的人口防返贫,实现陕北农村地区整体生活水平的提高发展更加公平更有质量的教育。

ABSTRACT

After the 18th National Congress of the Communist Party of China (CPC), General Secretary Xi Jinping called on the whole Party and the whole country to carry out targeted poverty alleviation and eradication work and unite all the forces that can be united to help the poor people get rid of poverty.In recent years, Northern Shaanxi has made remarkable achievements in poverty alleviation. In February 2020, all the poor counties will lose their poverty cap. The rapid development of economy also injects strength into the education development of northern Shaanxi, because there are fewer and fewer poor people who cannot afford to go to school.But as a result of northern shaanxi area is wide, deep poverty area, apparent return rate of poverty, long time poverty, took off his "PinKunMao" just out of poverty stage victory in battle, from the truly achieve the comprehensive well-off still has some way to go, poverty alleviation work not stagnation, the Chinese work is still to continue, the scattered rural location in shanbei region, the population density is small, slow development of rural education has always been, education effect is unsatisfactory, and to actually win the "war", the development of rural education is particularly important.Nearly two years about poverty results in shanbei region, this study, in returning farmland to forest, coal oil and other industrial and agricultural industry is given priority to, at present, the domestic precision in shanbei region of poverty alleviation in the poverty alleviation and role in the education research is not much, this article will in shanbei region, for example, to study the role of education in the poverty alleviation poverty alleviation accurately, with a new mode of "Internet + education" to realize the education reform and development in shanbei region, this paper provides a new train of thought, has practical significance for constructing the country with great education.      

Based on Marx's anti-poverty theory, the theory of spiritual productivity and the human capital theory, this paper studies how to further improve the shortage of educational resources in rural areas of Northern Shaanxi with the help of the Internet.This article analyzed the shaanxi rural education poverty alleviation, "Internet + education" of the status quo of poverty alleviation through a lot of the latest data and field investigation of the education in rural and urban areas of shaanxi teaching faculty, school conditions, comparing the education funds investment and the quality of teaching, from the system level, the government and the education policy level and teachers level analysis result in slow development of rural education or the cause of the imbalance.Combined with the successful cases and experiences of poverty alleviation through "Internet + education", this paper analyzes the new opportunities and challenges for the development of education and teaching in the "Internet +" era, and discusses the new situation of further developing China's education and teaching with the help of Internet technology.Including increased investment in education funding, the security information and operating conditions, to strengthen the construction of teaching staff, strengthen the education and "Internet + education" propaganda guidance for poverty alleviation, strengthen supervision, guarantee the quality of education resources in rural areas and the correct understanding of the Internet education and traditional education from several aspects, through the government, the competent department of education and Internet education to the joint efforts of the industry and school, to realize rural areas of shaanxi in the new stage further "pick PinKunMao" play "Internet + education" in the poverty alleviation work force, firmly around the strategy of rejuvenating rural modernization process, the implementation of the "Internet + education" precision of poverty alleviation, education,It will help the people who have not been lifted out of poverty to become rich, and the people who have been lifted out of poverty to prevent them from going back into poverty, so as to improve the overall living standard of rural areas in northern Shaanxi and develop more equitable and quality education.
