随着社会经济的发展，人民生活水平的提高, 越来越多的人开始走出家门, 到全国乃至世界各地去旅游。利用计算机技术，将某一地区的主要旅游景点的文字、图片、影像资料等，建立一个以普通大众为服务对象的基于网络的旅游信息发布系统, 可以帮助人们在出行前, 更好的了解旅游目的地，制定合理的旅行计划，更加方便地出游。 “西安旅游信息发布系统”是一个运行于互联网的地理信息系统。普通用户使用一台接入互联网的计算机，通过访问存储在服务器上的页面文件，可以享受及时、方便的旅游信息服务。通过访问本系统，用户可以获得以下的服务：地图缩放、地图漫游、鹰眼导航功能；景点的详细信息查询、模糊查询功能；距离量算、缓冲区分析功能；系统提供部分景点的地图输出功能。 第一章简单介绍了GIS和WebGIS、旅游信息发布系统的概况、本文的主要内容和使用的技术、本系统的特点和创新点；第二章介绍了WebGIS系统的几种实现方式和开发方法；第三章到第五章是文章的主体部分，结合空间数据的结构，本文采用ArcSDE对空间数据进行组织和管理；依据ArcIMS的功能特点，设计了西安旅游信息发布系统的体系结构；实现了西安城区空间数据库和属性数据库的创建和管理，实现了基于ArcIMS的西安旅游信息发布系统，实现了空间数据与属性数据的查询，实现了系统的页面设计与系统的优化；最后一章总结了本文的研究工作。 本系统是基于ArcIMS9.0的网络地理信息发布系统，通过空间数据库引擎(ArcSDE)，将空间数据在关系型数据库SQL Server2000 中分布式储存和管理，客户端主要采用标准的Html工作模式。选择ArcXML、Html和Asp语言进行系统的开发，实现地图动态显示和服务器端与客户端的交互。

With the development of social economy and the improvement of public’s living, more and more people step out to travel around nation or even around the world. With the aid of computer technology, for the purpose of making it easy for people acquainting the places they want to junketing, we integrate the information of which is related to the spots in terms of picture, text and video into a geographic information releasing system. Xi’an tourism information releasing system is categorized WebGIS. With the aid of a computer connected to Internet, the clients could access the pages which had been stored in a server and enjoy timely and convenient information services. After access to the system, the clients could receive the following services: the functions zoom-in and zoom-out, map cruise, hawk-eye guidance, the functions of spots’ exact query and fuzzy query, the functions of distance calculation and buffering area calculation. The releasing system provides part of the spots’ map to be printed. The first chapter of this text presents the summary of GIS，WebGIS and Tourism Releaseing System , the primary technique we employed during realizing the system ,and the characters and innovation of this system. At chapter two, the paper presents the methods employed when developing a WebGIS nowadays. From chapter three to chapter five, according to the structure of spatial datasets, we used ArcSDE to arrange and manage the spatial datasets. According to the characters of ArcIMS，we designed the infrastructure of Xi’an tourism information releasing system. This paper realized the establishment and management of spatial database and attribute database, and realized the Xi’an tourism information releasing system. This paper also realized the function of spatial data query and attribute data query, the design of pages and the optimism of system. The last chapter of this paper summarized the research work of this text. The system is based on ArcIMS and catagorized to WebGIS. The spatial data is stored and managed by SQL Server 2000 using spatial data engine. The client’s viewer works in Html mode. The programming languages we used during developing and customizing the system are ArcXML, Html, Asp. The functions of dynamic map presentation and Server-Clients’ interaction are achieved.
