随着计算机技术的不断发展和GIS应用研究的不断深入，把网络技术与地理信息系统联合起来，推进了地理信息向着产业化和大众化的目标快速发展，所以产生了地理信息系统研究应用中的一个发展方向，即网络地理信息系统。把网络地理信息系统（WebGIS）技术引进到交通信息行业来解决日益严重的交通问题，进而加快城市交通信息化的步伐，起到促进经济发展目的。应用WebGIS技术开发交通地理信息发布系统，对于缓解城市拥堵、满足大众出行具有重要的实际意义。 本论文基于.NET环境，以ArcGIS Server为GIS平台开发了福建省交通地理信息发布系统。从WebGIS的概念、特点、理论基础等入手研究探讨系统开发实现过程中所应用到的相关技术，最终实现论文中所叙述的交通地理信息发布系统，本文主要从以下几个方面进行了系统的研究： 1、论述了交通地理信息系统在国内外的发展现状，以研究WebGIS的理论为基础来分析比较WebGIS系统的几种实现方案，选择系统的开发平台。 2、研究Ajax技术，应用该技术实现客户端与服务器端之间的数据异步传输。 3、针对ArcGIS Server理论进行研究，较为详细剖析地图缓存技术。 4、设计和实现系统模块，为用户提供全省境内的交通信息、一般地理要素信息和最短路径查询等信息。为交通地理信息系统实际应用做了有益的探索，建立了简单的交通地理信息发布系统，对其他交通信息系统的开发也提供了借鉴。

From the concept, characteristics and theoretical basis of WebGIS research is applied to the process of system development and implementation of related technology, finally realizes the thesis described the traffic geographical information system, This article mainly from the following several aspects of research: 1、Traffic geographical information system at home and abroad is discussed, and the development present situation, based on WebGIS research theory to analysis and comparison of WebGIS system several implementation scheme, and choose the system development platform. 2、The Ajax technology, the technology is applied to implement asynchronous transmission of data between the client and the server. 3、For ArcGIS Server theory study, a detailed analyze the map cache technology. 4、System module design and implementation, to provide users with the provincial transportation information, general information and geographical elements within the territory of the shortest path query information, etc. For traffic geographical information system has made the beneficial exploration in practice, and has set up a simple traffic geographic information release system, also provides for the development of other traffic information system.
