竞争是市场经济的基本特征。建立符合创新企业技术创新发展的技术竞争情报系统，可以有效地收集、分析企业急需的技术信息，开展对企业必要的技术监测、技术预见，从而调动企业内的一切信息资源作用于企业的技术创新中，来不断增强企业的市场竞争能力。然而我国目前除了个别大型企业建有本企业的竞争情报系统外，大部分企业还没有建立起符合本企业特点的技术竞争情报系统，无法有效的开展强有力的市场竞争。 本文运用文献调研的方法，对技术竞争情报（CTI）和技术竞争情报系统（CTIS）相关的基本理论做了较为详尽的论述。针对现阶段国内外企业技术竞争情报系统的发展现状，分析了构建我国企业技术竞争情报系统中存在的问题。认为应把企业所有的情报活动构成的工作体系分为运行层、基础层、组织层和管理层四个层次，构建了一个基本的系统工作平台。并通过对各个辅助层次和主体运行层次具体功能和作用的详细研究，得出了系统具体的运行工作流程。 同时，选取西安某医药企业作为实证研究对象，对该企业技术竞争情报系统的各层次进行了构建。在构建层次的基础上选取专项的企业课题做了更进一步的运行试验，取得了一定的实证成果。

Competitive technology intelligence is a basic character for market economy. To build a competitive technology intelligence system can effectively collect, analyze urgent-needed information for enterprise, and carry out necessary technological inspection and predication, so all information resources in enterprise can be used for enterprise’s technological innovation to boost enterprise’s market competitive ability. However, except China’s large-scale enterprises with competitive intelligence system, most of enterprises which have not yet setup their own competitive intelligence system can not carry out effective market competition. The competitive technology intelligence(CTI) and competitive technology intelligence system-related theory are elaborated using method of literature investigation. According to development situation of enterprise’s technology competitive intelligence system in both China and abroad, analyze the existing problems during the process of building of China’s enterprise technology competitive intelligence system. It is believed that the working system for enterprise’s all intelligence activities can be divided to the four levels of the operation, basis, organization and management to build a basic system working platform. Through study on the function of both every sub-level and main operational level, a detailed operation working flowchart for the system is obtained. Meanwhile, taking a pharmaceutical enterprise in Xi’an as an example, every level for the enterprise’s competitive technology intelligence system is constructed. Based on the construction, the special selected subject for the enterprise is further experimented and certain result is gotten.
