改革开放以来，中国经济逐渐融入到了经济全球化进程中，其发展与世界经济息息相关，成为了世界经济体系中的重要组成部分。全球化和贸易自由化促进并加快了经济要素在全球范围内低成本的自由流动。高新技术产业作为知识经济的主导产业，其发展水平很大程度上决定了国家、区域的竞争力。我国高新技术产业集群已初具规模，许多集群正以不同方式通过价值链与全球产业网络融合，但是我国高新技术产业集群在国际分工中多数仍处在低端的位置，为推动产业的发展和提升区域经济水平，促进高新技术产业集群的持续升级以分享全球化带来的利益和发展机遇已变得日益迫切。 本文从价值链的角度对高新技术产业集群升级进行了研究。在对全球价值链理论和产业集群等相关理论综述的基础上，根据集群价值链的不同角度，从高新技术产业集群内部推动力、集群成长推动力、集群溢出效应推动力和集群外部推动力四个方面研究了产业集群升级动力，选取高新技术产业集群升级动力评价指标，构建升级动力评价模型；以西安高新区软件产业集群为例，运用层次分析法确定指标权重，对西安高新区软件产业集群升级动力进行了三级模糊综合评价，针对模糊综合评价结果运用主次因素分析法将其影响因素进行了重要性分类并进行了分析。在理论和实证研究的基础上提出了适用于我国高新技术产业集群升级的策略，希望本文的研究对于推进我国高新技术产业集群在全球价值链上不断升级、促进区域经济发展有一定借鉴作用。

After the reform and opening up,the development of China's economy has been integrated into the process of economic globalization,China's economy increasingly close in touch with the world economy,and become one important part of it.Globalization and trade liberalization promote and accelerate the low-cost free flow of economic factors in the global scope. As the leading industry of knowledge economy, the development level of high and new technology industry determines the competitiveness of the country and the region. China's high technology industry cluster has begun to take shape, many clusters are in different ways through the value chain to merged into the global industry network, but in the international division of labor, the high and new technology industry clusters in our country are still in the low end, in order to promote the development of the industry and the level of regional economy, and promote the sustainable development of high-tech industrial clusters to take share the benefits and opportunities that globalization bring about is increasingly urgent. This paper studies the upgrading of high-tech industrial clusters from the perspective of value chain.On the basis of the theory of global value chain and industrial cluster,according to the different angles of cluster value chain,from four aspects that conclude the high technology industrial cluster internal driving force, cluster growth impetus, cluster spillovers impetus and external driving force to research the industrial cluster upgrade power,select the dynamic evaluation index of the upgrading of high-tech industrial clusters, and build a dynamic evaluation model;Taking the software industry cluster in Xi'an high tech zone as an example and using the AHP method to determine index weight and performed three-level fuzzy comprehensive evaluation, according to the result of fuzzy comprehensive evaluation, the influence factors are classified and analyzed by using primary and secondary factor analysis method.Based on theoretical and empirical research to propose upgrading strategy of the perspective of value chain of high-tech industry cluster.It is hoped that the research of this paper can be used for reference to promote the high-tech industry cluster constantly upgrading and regional economic development.
