煤矿生产属于高危行业,开展煤矿安全评价是消除隐患、防范事故的一项治本之策,对加强煤矿安全管理、有效控制煤矿重特大事故,有着十分重要的意义。
本文主要比较分析了各种安全评价方法的特点和适用范围,对甘肃省高突煤矿“一通三防”系统安全评价的内容、方法、评价指数合理性等进行了研究,完善了其安全评价的内容,进一步探讨了适合于甘肃省高突煤矿“一通三防”系统的安全评价指数和方法。选取了适宜于甘肃省高瓦斯、突出矿井“一通三防”系统安全专项评价的类比分析法和预先危险性分析法;按照“一通三防”专业区分,对煤矿“一通三防”系统的重大危险源进行了评价单元划分,根据划分的评价单元对煤矿主要灾害危险程度评价项目进行了因子划分,并对项目因子进行了论证赋值;在省内各大煤业集团公司、高突矿井进行了调研,对选取的指标值广泛征求了省内外有关专家和“一通三防”专业人士的意见和建议,论证确定了较为合理的指标值。本文还介绍了煤矿井下灾害系统的结构特点,研究了煤矿事故发生的因果关系、各影响因素及其相互作用,研究分析了煤矿危险和有害因素的识别方法。
本文以靖远煤业公司宝积山煤矿为例,对煤矿“一通三防”系统方面的主要危险、有害因素的危险性进行了分析。对靖煤公司宝积山煤矿“一通三防”系统进行了专项安全评价应用研究,辩识了该矿“一通三防”系统的重大危险源,对该矿的通风系统和瓦斯、火灾、粉尘等灾害及其防治系统得出了安全评价结论,提出了具有针对性的防范措施,取得了良好的效果。

Product of coal mine is a High-Danger Occupation, That is a effect permanent cure of removing a hidden and danger and accident prevention to carry through safety estimate, and has the very importance significance to strengthen safety production management at coal mines and effective control great serious accident in mine.
This paper mainly Comparative analyzed every trait and application scope, Further studied the system of high gassy mine shaft rationality of safety assessment in content, method and estimate of index of “One Ventilation and Three Preventions” in Gansu province. To perfect the safety estimate in content and thoroughly discussed the fit method and estimate of index of high gassy mine “One Ventilation and Three Preventions” system in Gansu province. We choose the analogy analytical method and beforehand fatalness analytical method which are feasible for safety estimate of high gas and extrusive mine in Gansu province.Assessment items of major disasters criticality from coal mines are factorized according to assessment units, and the item factors are demonstrated and evaluated. We conducted research in various coal group corporations and mines in Gansu province, soliciting opinions and suggestions from experts and specialties about “One Ventilation and Three Preventions”, demonstrating and confirming more reasonable index values. Introducing the structural characteristic of disaster system in underground mine and identify methods of colliery danger and bad factors. By specialty distinguishing according to “One Ventilation and Three Preventions” which is to partition the estimate unit of fatal danger.
Take Baojishan Coal Mine of Jingyuan Coal limited corporation for example, we analyzed the main dangers and dangers of bad factors of systemic aspects in “One Ventilation and Three Preventions”. We studied the special safe assessment of “One Ventilation and Three Preventions” system, distinguished the fatal danger source system of this coal mine, make safety assessment conclusion for its ventilating system,gas,fire,dust and so on, and provide the appropriate preventable measure and then made a good effect.
