创业是一个复杂的活动过程，它受微观和宏观环境因素的影响。在某种程度上，创业环境直接决定了创业活动的活跃程度与创业的成败，是大学生创业成功的重要条件。不论是内、外部环境或是良好、恶劣的环境，在任何时候都影响着大学生创业的方式方法。研究当前我国大学生创业环境，分析大学生创业在目前复杂形势下存在的利弊问题。不仅是创业教育首先需要面对的问题，也有利于大学生创业更有效的进行。 本文在文献梳理和理论研究的基础上，结合管理学、创业学、社会学等相关知识，通过阅读、分析和综合大量中外文献，为论文建立一个坚实的理论基础，再此基础上运用SWOT分析法对大学生创业环境进行了优劣势分析，其次在宏观环境（PEST）的基础上，建立定量的指标评价体系，以综合绩效评价为基础，分析西安市大学生的创业环境，可以让大学生明确影响创业环境的首要因素，次要因素，以及影响程度，并通过SWOT战略分析法和综合评价体系的基础之上提出相应的对策建议，有利于大学生实施创业时分清主次，做到有的放矢，能为大学生创业、评估创业机会和环境因素提供一定的理论参考，也有利于政府和高校在考虑资源约束的环境下，最大的改善创业环境。 本研究的主要结论是：目前,西安市大学生的创业环境具有较好的优势，比如，良好的文化氛围衍生出的文化产业，高新技术企业的发展及其更多企业的引进，给大学生提供了更多的机会与发展。但仍有不足。例如政府的政策支持尚未完全到位、创业氛围一般、融资渠道不畅、科技力量利用不够、商务环境与基础设施不能满足要求等方面，因此，创造良好的经济环境、提供宽松的政策环境、营造开放的社会文化环境、打造有利的技术环境，还是需要不断改善的。

Entrepreneurship is a complicated activity; it is influenced by the micro and macro environmental factors. To some extent, the entrepreneurial environment directly determines the success or failure of dynamism and entrepreneurship of entrepreneurial activity is the important condition of college students' entrepreneurial success. Both internal and external environment is the good or the bad environment, at any time, affect college students' entrepreneurial approach. Study the current our country college students' entrepreneurship environment, analyses college students' entrepreneurship in the current complex situation, advantages and disadvantages of the existing problems. Entrepreneurship education is not only first need to face the problem, but also to college students' entrepreneurship is more effective. In this paper, on the basis of literature review and theoretical research, combining with management, entrepreneurship, sociology and other relevant knowledge, through reading, analysis and synthesis of a large number of Chinese and foreign literature, build a solid theoretical foundation for the paper, based on the SWOT analysis method for college students has carried on the analysis of the advantages and disadvantages in the entrepreneurial environment, secondly on the basis of macro environment (PEST), to establish a quantitative index evaluation system, based on the comprehensive performance evaluation, analysis of xi 'an college students entrepreneurship environment, make the students know that the primary factors that affect entrepreneurial environment, the secondary factors, as well as the influence degree, and through the SWOT strategic analysis and comprehensive evaluation system is proposed on the basis of the corresponding countermeasures and Suggestions, to distinguish between primary and secondary when college students' implementation of entrepreneurship, to achieve the target, for college students' entrepreneurship, evaluation of entrepreneurial opportunities and environmental factors to provide certain theory reference and also help the government and universities considering resource constraint conditions, the largest to improve entrepreneurship environment. The main conclusions : at present, xi 'an college students entrepreneurship environment has a good advantage, for example, are derived from the good cultural atmosphere of culture industry, the development of high-tech enterprises and the introduction of more companies, provides students with more opportunities and development. But there are still insufficient. Such as the government's policy support is not fully in place, financing channel not free, entrepreneurial atmosphere general, business environment and infrastructure can't meet the requirements, lack of adequate power to use science and technology, therefore, provides the loose policy environment, to create a good economic environment, build open social and cultural environment, create favorable environment, is the direction of further efforts.
