现代服务业已经成为当今社会重要的组成部分，不但对其他产业有促进作用，对整个经济的发展也有巨大的拉动力。关中-天水经济区的战略地位已上升到国家层面，该地区发展的目标就是协调关中-天水经济区生态环境的同时，最大限度的发展经济，实现陕西在西部地区的崛起。关中-天水经济区为了实现这个目标，大力发展现代服务业就显得至关重要。所以，本文就是在此背景下产生的，对其现代服务业发展的影响因素进行研究，并提出相应的对策。 首先，本文在相关理论研究的基础上，分析了关中-天水经济区现代服务业的总体发展、内部各行业发展以及发展水平。其次，提取了关中-天水经济区现代服务业的影响因素，构建了评价其现代服务业竞争力的指标体系。再次，采用因子分析法构建综合评价模型，对关中-天水经济区及其八个城市进行现代服务业竞争力综合评价，对评价结果进行分析，并验证了影响关中-天水经济区现代服务业发展的五方面主要因素：经济基础；产业结构；城市化水平；现代服务行业发展；对外开放程度。进而总结出存在的四方面问题：区域内人才流动困难；现代服务业的重点行业发展不充分；关中-天水经济区产业结构不完善；各城市现代服务业竞争力水平参差不齐。最后，从以下四个角度提出相应对策：培养、调配和吸引人才，以满足各城市对人力资源的需求；优先促进重点行业发展，以促进现代服务业整体快速发展；增强产业间的融合度和集聚度，优化关中-天水经济区产业结构；充分发挥各城市自身优势，促进现代服务业区域协调发展。 通过本文的研究，能够较全面的反映关中-天水经济区现代服务业发展的现状以及存在的问题，针对这些现状及问题提出的相应对策为关中-天水经济区现代服务业的发展提供了帮助。

As a fundamental component of current society, modern service industry exerts a huge impact on other industries, promoting the development of the economy of a country. Guanzhong-Tianshui Economic Zone (GTEZ) boasts a nation level strategic status. It aims to achieve a coordinated development of its ecological environment. Also it aims to develop the economy as a whole so as to facilitate the development of Shanxi province in western region. In order to achieve this goal, It is crucial that GTEZ develops modern service industry vigorously. Therefore, under this background, this paper studies the influence factors of the development of modern service industry, and puts forward corresponding countermeasures. Firstly, on the basis of the relevant theoretical research, the paper carries out an analysis on the general development, the internal industry development and development level of modern service industry in GTEZ. Secondly, the thesis extracts the factors that affect the modern service industry in GTEZ ,on the basis of which it tries to establish an index system of the competitive power of the modern service industries in GTEZ. It then, by performing factor analysis, continues to precede a comprehensive evaluation of the development of the service industries in the eight cities within GTEZ. The evaluation is further analyzed and the five main factors for the development of modern service industry in GTEZ are further verified into several pares and they are: The economic base; Industrial structure; the level of urbanization; the development of modern service industry; the degree of opening to the outside world. And then we summarize the four aspects of these problems They are: Regional talent flow difficult; the development of the modern service focus industries are inadequate; the industrial structure of GTEZ is not perfect; the cities vary in the level of modern service industry competitiveness. Finally, it puts forward the corresponding countermeasures from the following four angles: Training, deployment and attract talent, in order to meet the needs of cities for human resource; Give priority to promote the development of the key industries, to promote the rapid development of modern service industry as a whole; Strengthen industrial alignment and agglomeration degree, optimize the structure of industry of GTEZ; Full play cities own advantages, to promote the coordinated development of modern service industry. The study provides a rather comprehensive analysis of the current status of the development and the problems in GTEZ’s service industry. It also proposes corresponding countermeasures to support the development of service industry in GTEZ.
