小城镇作为城市之尾、乡村之首，是联结城乡的重要纽带，是吸纳农村人口的“蓄水池”、城乡要素流通的“中转站”、 特色产业的集聚区、县域经济新的增长点，在统筹城乡、推动区域发展中具有极其重要的战略地位。当前，随着我国城镇化进程的加快，大中城市快速发展带来了交通拥堵、环境污染、生活成本过高等种种“大城市病”，引起了学术界、政府对小城镇战略地位的深刻反思和认识，加大小城镇建设发展研究，加快小城镇建设发展步伐，有着重要的理论和实践意义。 　　　从全国、临沂市的实践来看，以重点镇优先发展、带动小城镇整体发展，是一种现实选择和重要模式。本文系统梳理了一下国内外小城镇、重点镇建设经验做法，对临沂市重点镇建设进行了实证研究，提出了临沂市重点镇发展建议，在此基础上提出了小城镇建设的一些见解。 　　　本文共分六部分，第一，绪论。论述了研究的背景与意义，界定了小城镇、重点镇等相关概念，国内外小城镇、特别是重点镇建设发展研究的文献作了较为详尽的综述，还介绍了研究的内容与思路。第二，国内外小城镇、国内重点镇建设相关政策。介绍了美国、日本、英国关于小城镇建设的政策措施，认真系统总结了国内重点镇建设相关政策措施。第三，临沂市重点镇建设主要做法、成效及问题分析。介绍了临沂市重点镇建设的背景、重点镇的类型，梳理了扶持政策，总结了取得的成效和存在的新问题、新挑战。第四，临沂市重点镇建设下步发展建议。根据新型城镇化发展及经济社会发展的新要求，有针对性地提出了临沂市重点镇建设下步发展建议。第五，临沂市重点镇建设对小城镇建设的启示。在对临沂市重点镇建设发展实践总结的基础上，提出了临沂市重点镇建设经验对小城镇建设的启示。最后，结论与展望。对临沂市重点镇建设的意义、经验进行了客观评价，作出了基本结论，对临沂市重点镇的未来发展进行了展望，并提出了下步研究设想。

As the tail of city and the head of country, small town is the important link between urban and rural area. It is the reservoir of absorbing the rural people, the transfer station of circulating urban and rural elements, the cluster areas of characteristic industry and the new growth point of country economy. It also has the extremely significant strategic position in coordinating urban-rural regions and promoting regional development. At present, with the speeding up of urbanization process in China, the rapid development of large and medium-sized cities causes so many problems such as traffic jam, environmental pollution and high cost of living. All these make academia and government have deep reflection and understanding of the strategic position of the small town. So it has theoretical and practical significance to intensify the research of small town development and speed up the pace of small town construction. 　　　From the practice of Linyi and nationwide, prioritizing the development of key town to promote overall development of small town is a realistic choice and important mode. This paper will systematically comb the construction experience of small town and key town both from domestic and foreign country and then carry the empirical research on the key town construction in Linyi. In the end, it will provide recommendations on the development of key town in Linyi, bases on this, give suggestions on the construction of small town.
