“三农”问题的主体是农民，解决“三农”问题是我国缩小城乡问题的关键。自习近平总书记于2017年10月18日召开的十九大中第一次提出“乡村振兴战略”以来，洛阳市把握此重大发展机遇，在发展农村地区、解决农民问题上充分利用新型农村社区建设这一重要形式，取得了超出预期的结果。但在此社区改变过程中，问题也伴随显现，如：环境问题突出、强制搬迁等。各项问题的出现使得该措施没有达到预期效果。因此，改善农村人居环境，全面提升人居环境质量成为当前乡村振兴战略的迫切任务。

本文以洛阳孟津区城关镇作为研究区域，进行乡村振兴背景下的新型农村社区人居环境满意度研究。在综合已有研究成果、对标乡村振兴战略目标的基础上，构建新型农村社区人居环境满意度评价指标体系，通过问卷调查法、实地调研法获取孟津区城关镇12个新型农村社区人居环境满意度数据，运用模糊综合评价法进行满意度评价，并对评价结果进行综合分析和IPA分析，进而提出孟津区城关镇新型农村社区人居环境满意度提升策略。

本文对于城关镇新型农村社区人居环境满意度的评价结果是：（1）整体居民对于人居环境满意度评价介于一般与满意之间，各系统层的满意度由大到小依次是：居住环境、生态环境、社区氛围、公共服务、基础设施、产业环境。（2）通过四象限图，得到亟需改进的指标为：电商物流体系、道路与交通设施、医疗服务、社会保障、邻里关系和谐。其次需要改进的指标为：河湖塘水质、服务业发展支持、公共卫生设施、排污系统、物价稳定、文明乡风、乡村文化弘扬。根据上述分析结论，提出城关镇新型农村社区人居环境满意度的提升策略：提升社区村容村貌，建设美丽农村社区；探索农村发展新业态，助力产业振兴；大力加强基础设施建设，着力排查弱项；持续优化居住环境，打造高品质住房环境；抓牢社区服务底线，保障优质服务供给；共建良好社区氛围，传承优秀文明乡风；吸引优秀贤才返乡，提高基层治理能力。本研究及成果有助于丰富农村人居环境评价与建设的理论体系，可以为乡村振兴中美丽、宜居的农村人居环境建设提供理论支持。

The main body of "agriculture, rural areas and farmers" is farmers, and solving the problems of "agriculture, rural areas and farmers" is the key to narrow the problems of rural and urban areas in China. Since General Secretary Xi Jinping first put forward the "Rural Revitalization Strategy" at the 19th National Congress held on October 18,2017, Luoyang city has seized this major development opportunity, made full use of the important form of building new rural communities in developing rural areas and solving the problems of farmers, and achieved more than expected results. However, in the process of community change,problems also appear, such as prominent environmental problems and forced evictions.The emergence of various problems makes the measure did not achieve the desired effect. Therefore, improving the rural living environment and comprehensively improving the quality of the living environment has become the urgent task of the current rural revitalization strategy.

This paper takes Chengguan Town, Mengjin District, Luoyang as the research area to study the satisfaction of new rural community living environment under the background of rural revitalization. In the comprehensive existing research results, on the basis of the rural revitalization strategic goals, construction of the new rural community living environment satisfaction evaluation index system, through the questionnaire survey, field research for mengjin district town 12 new rural community living environment satisfaction data, using fuzzy comprehensive evaluation, satisfaction evaluation, and the evaluation results and IPA analysis, and mengjin district town new rural community living environment satisfaction promotion strategy.

The evaluation results of the satisfaction of the living environment of the new rural community in chengguan town are as follows: (1) The overall residents' satisfaction with the living environment is between general and satisfactory, and the satisfaction of the satisfaction of each system layer is from large to small order: living environment, ecological environment, community atmosphere, public service, infrastructure and industrial environment.(2) Through the four-quadrant diagram, the indicators in need of improvement are: e-commerce logistics system, transportation facilities, medical services, social security and harmonious neighborhood relations. The indicators that need to be improved are: water quality of rivers, lakes and ponds, development support of service industry, public health facilities, sewage discharge system, price stability, civilized village customs, and promotion of rural culture. According to the above analysis conclusion, the strategy to improve the satisfaction of the new rural community living environment in Chengguan Town: improve the appearance of the community village, build a beautiful rural community; explore the new form of rural development, and help the industrial revitalization; strengthen the infrastructure construction and focus on the weak points; continuously optimize the living environment and create a high quality housing environment; grasp the bottom line of community service, guarantee the supply of quality service; jointly build a good community atmosphere and inherit the excellent civilized local style; attract excellent talents to return home and improve the grassroots governance ability.This research and the results are helpful to enrich the theoretical system of the evaluation and construction of rural living environment, and can provide theoretical support for the construction of beautiful and livable rural living environment in rural revitalization.
