目标决定组织，组织是实现项目目标的关键性因素。在经济发达国家，项目的组织管理策划是项目前期管理实施策划的重要组成部分，必须经过专业机构的精心研究，并在实施中严格执行，用来指导整个项目建设的管理工作。我国工程项目管理起步较晚，在项目实施前期的主要研究内容是项目可行性研究报告，其重点是项目建设的必要性和可行性，对项目实施的指导意义不足，特别是组织策划部分。本文以西安地铁建设项目为研究背景，结合组织策划理论，进行以下的研究工作。 1．业主方是整个项目管理的核心，但其管理现状与其核心职能在项目管理中应发挥的作用具有一定的差距，拟从业主项目管理的角度出发对影响地铁工程有效管理的有效因素进行探讨，为西安地铁项目实施的组织策划研究提供思路。 2．通过传统的组织结构和网络式组织结构的分析，建议西安地铁项目增设信息职能部门，采用矩阵式组织结构类型，实现组织结构扁平化，响应信息社会化的趋势； 3．在对西安地铁工程进行实际调研的基础上，分析了西安地铁项目的工作分解结构(WBS)，较为详细地分析了各种建设组织模式的特点，结合国内项目的应用情况，通过界面分析，提出不分专业，分段实行施工总承包的建设组织模式； 4．“和合”管理理论是我国古代传统的管理艺术结晶，其“和气生财，和合致胜”的精髓不仅对我国古代的管理事务有着深远的影响，其内涵同样适用于现代工程项目管理的需要。针对工程建设中的组织、实体、合同界面多，易产生责任推诿、影响工程质量等问题，建议引入和合管理，并探讨可操作性的实施建议； 5．最后，同样从工程管理信息化角度出发，论述了我国信息化的薄弱环节在于没有系统的基础信息资源开发、整合。提出在建设期末，以业主为核心，系统的分析总结信息管理工作，并形成总结评价成果－工程管理信息实录，与前期的实施策划相呼应。 通过以上的理论研究工作，望能对西安地铁建设管理工作有所帮助，实现项目建设目标。

This paper takes the Xi'an subway project as the research background , combining the organization theory in order to carry on the following research works: 1. Owner's |project management is the core of the construction project management. But its present situation in management has some differences with its core function in the project management. This paper plans to analyze the effective factor that effect the subway project effective management from owners project management angle, providing ideas for implementation organization planning study of the Xi'an subway project. 2. Through analyzing the traditional organizational structure and the network type organizational structure, paper try to suggest that the Xi'an subway project should add information Functional departments and should use the matrix form organizational structure type in order to realize the organizational flattening structure and respond to the trend of the information society. 3. According to project reality, paper analyses the Work Breakdown Structure (WBS) , especially the characteristics of a variety of construction organizations of Xi'an subway project. Using the method of interface analysis, regardless of profession, it suggests that should propose partial design-build delivery method. 4. In china “harmonious and syncretic” theory is traditional management art, which stresses that “friendly disposition create wealth, union sent the victory” It not only has the profound influence to our country ancient management, but also is similarly suitable for the modern engineering project management need. Finally, from the perspective of project management informationization, paper elaborates our country informationization weakly linking to lie in similarly does not have basic information resource development and integration. Futhermore, it analyzes information management work, forms and summarize the appraisal achievement-- Project management information factual record, which echoes with the earlier period implementation planning.
