管道完整性管理是一个以管道安全为目标并持续改进的系统管理体系,其内容涉及管道设计、施工、运行、管理、到退役等全过程。数据管理是实施管道完整性管理循环的第一个步骤,也是最为关键的一个步骤,其数据的完整性制约着管道完整性管理过程中后续的HCA分析、完整性分析、评价工作结果的准确性。 对于一项庞大的长输管道工程, 从工程设计到施工, 再到运营, 每个阶段都会产生大量的数据,使用传统纸质资料的管理方式已经远远满足不了当前管道管理的需要,数据很难得到共享和有效分析利用,造成数据使用效率低,无法达到管道完整性管理需要。如何解决这一问题成为管道完整性管理的重要课题之一。 本文就这一课题进行了研究,从数据需求、数据内容、数据模型到管理要求,建立了管道完整性数据管理系统。管道完整性数据管理系统应是专门针对管道完整性数据库和管道行业特点的一个数据维护系统,提供了管道中心线维护、管道设施维护,以及通过灵活的规则配置机制维护数据之间的逻辑关系。 管道完整性数据管理系统本质上属于信息系统范畴,所以作者首先从管道数据特点着手,将管道生命周期中各环节对数据的需求进行了总结,按照其管道属性进行了分类。 其次分析了要管理海量的管道数据,应根据中国管道的特点定制出符合完整性管理需求的结构合理的数据模型,这个模型涵盖了包括管道中心线和管道设施及周边公共设施、地理环境的所有内容及逻辑关系。 然后作者分析了管道完整性数据管理的需求,针对设计原则,结合当前成熟的IT、GIS技术,提出了三层架构的软件体系结构。并根据基于APDM管道模型和管道管理的实际需求,利用GIS技术,将传统的管道资料与空间信息结合起来,实现了管道空间位置和管道设施逻辑关系的管理,通过建立灵活的规则机制,使管道新建、改建、维护时,自动按照APDM模型要求进行数据联动处理,使管道完整性数据始终符合保持完整、关联。此外还介绍了系统开发中存在的一些问题以及进一步完善的地方。

Pipeline Integrity Management is a pipeline safety objectives and continuous improvement of management system, which covering pipeline design, construction, operation, management, and decommissioning. Data management is the first step of the implementation of pipeline integrity management cycle, and, is the most critical step. In the pipeline integrity management process, the integrity of the pipeline is constraints in the HCA analysis, integrity analysis, evaluation and analysis accuracy. For a huge long-distance pipeline projects, from engineering design to construction, and operations, each stage will have a lot of data. The use of traditional paper-based information management approach has been far failed to meet the needs of the current pipeline management. The data are hard to share and effectively analyze utilization, resulting in inefficient use of data, and unable to meeting pipeline integrity management needs. How to solve this issue has become one important issue of Pipeline Integrity Management. This paper expatiates on this subject, establishing The Pipeline Integrity Data Management System by the contents of data needs, data contents, data model and the requirements management. Pipeline Integrity Data Management System should be specific to the Pipeline Integrity Database and Pipeline Characteristics, and the system must provide maintenance in pipeline centerline and pipeline facilities, and the adoption of a flexible rule configuration mechanism to maintain the logical relationship between the data. Pipeline Integrity Data Management System are essentially within the information systems areas, therefore, this paper firstly summary the data needs of various sectors in the life cycle of the pipeline, and classify in accordance with pipeline properties. Secondly, this paper analysis massive pipeline data, and establish the data model of Pipeline Integrity according the characteristics of China's pipeline. This model covers pipeline centerline, pipeline facilities, around public facilities, geographical environment and in all content and logic. Then the author analyzes the needs of Pipeline Integrity Data Management, based on design principles, combined with the current maturity of the IT, GIS technology, put forward the three-tier software architectures. Using GIS technology to combine the traditional pipeline data with spatial information in accordance with APDM pipe model and the actual pipeline needs, and realize the management of the spatial location of the pipeline and logical relations of pipeline facilities. By establishing flexible regulatory mechanisms, it can be automatic linkage Processing according with APDM Pipe Model in creating, altering, maintain pipeline, ensuring the integrity data consistent with integrity and relation. In addition, the paper also introduced some of the problems that exist in the development and the place of further improving.
