煤炭作为我国主要的能源资源，在经济发展中发挥着不可替代的作用。随着中国经济新形态的出现，煤炭生产处在一个大调整的新时期。原先那种不计成本，盲目扩张的生产经营方式已经不能适应高质量发展的要求，反而加重了生产经营风险。再者，煤炭企业日趋动荡的外部环境和企业内部的复杂性使其仍要面对各种风险，尤其在我国大力发展新能源之际，这些风险尤为突出。如何有效的识别、评价和控制这些风险，有效地化解风险提高自己的抵御风险能力，实现自己的战略目标是目前煤炭企业普遍关注并亟待解决的问题。鉴于此，本文从全局的角度对S煤炭企业风险管理问题进行研究，对于煤炭企业防范各种风险、抓住机遇、迎接挑战，最终实现可持续发展具有较重要的理论与现实意义。

本文以S煤炭企业为研究对象，在国内外研究现状进行综述的基础上，阐述了煤炭企业风险管理的相关理论，分析了S煤炭企业风险管理现状，识别了S煤炭企业存在的风险，采用模糊综合评价法对S煤炭企业风险进行了评价，提出了相应的风险控制建议。主要的研究工作和结论如下：

（1）通过问卷调查方法分析了S煤炭企业风险管理存在的问题，主要有风险管理目标不明、未形成明确的风险应对策略、风险管理和内部控制没有效结合、风险安全管理意识薄弱等四方面的问题。

（2）通过对S煤炭企业风险因素识别，构建出了由生产安全风险、市场风险、经营风险、财务风险、环保风险等5个一级指标、19个二级指标构成的S煤炭企业的风险评价指标体系。进而，基于AHP法确定出了各指标权重，采用模糊综合评价法对S煤炭企业风险进行了评价，得出有意义的结论。

（3）根据S煤炭企业风险评价的结论，提出了S煤炭企业风险控制的保障措施。

本文的研究成果对S煤炭企业风险管控具有较重要的指导价值，对类似煤炭企业的风险识别、评价和控制也具有一定的参考作用。

  As the main energy resources in China, coal plays an irreplaceable role in economic development. With the emergence of new economic form in China, coal production is in a new period of great adjustment. The original production and management mode of blind expansion and regardless of cost all can no longer meet the requirements of high-quality development, but they aggravate the risk of production and operation. Moreover, the increasingly turbulent external environment and internal complexity of coal enterprises make them still have to face various risks, especially when China is vigorously developing new energy resources. How to effectively identify these risks and how to evaluate these risks and control these risks and how to effectively resolve the risks, so as to improve their ability to resist risks and achieve their strategic objectives, coal enterprises generally pay attention to and urgently need to solve. In view of this, this paper studies the risk management of S coal enterprise from the overall perspective, which has important theoretical and practical significance for coal enterprises to prevent various risks, seize opportunities, meet challenges, and ultimately achieve sustainable development.

    This paper takes S coal enterprise as the research object, on the basis of summarizing the research status at home and abroad, it expounds the related theory of coal enterprise risk management, it analyzes the current situation of risk management of S coal enterprise, it identifies the existing risk of S coal enterprise, it evaluates the risk of S coal enterprise by fuzzy comprehensive evaluation method, and puts forward corresponding risk control suggestions. The main research work and conclusions are as follows:

    (1) This paper analyzes the problems existing in the risk management of s coal enterprise by means of questionnaire survey. The main problems are unclear risk management objectives, unclear risk response strategy, ineffective combination of risk management and internal control, and weak awareness of risk safety management.

    (2) Through the identification of risk factors of S coal enterprise, the risk evaluation index system of S coal enterprise is constructed, which is composed of five first level indexes including production safety risk, market risk, operation risk, financial risk and environmental protection risk, and 19 second level indexes. Then, the weight of each index is determined based on AHP method, and the risk of S coal enterprise is evaluated by using fuzzy comprehensive evaluation method, and meaningful conclusions are drawn.

(3)According to the conclusion of risk evaluation of S coal enterprise,the safeguard measures of risk control of S coal enterprise are put forward.

The research results of this paper have important guiding value for S coal enterprise risk management and control, and it also has a certain reference role for risk identification, evaluation and control of similar coal enterprises.
