随着经济全球化发展的加快，国内外轮胎市场竞争异常激烈，轮胎产品更新换代步伐不断加快，小批量多品种的订单呈现上升的趋势，产品质量和订单交货期对客户影响力越来越大，这些都直接影响着企业的竞争力和销售收入。如何科学制定生产计划和有效控制生产计划执行，实现合理利用公司资源、按订单交货、降低库存，提高市场竞争力，对XG公司尤为重要。 论文对相关领域的国内外研究现状及生产计划理论进行了总结；分析了XG公司外贸生产计划制定和实施的现状及存在的问题，包括制定外贸生产计划未考虑库存变动造成库存增加、不能按客户要求交货等，并剖析了产生这些主要问题的原因；分析了XG公司外贸生产计划系统设计的必要性与可行性；提出了该系统设计的目标，确定了设计的原则，即：适应性和先进性相结合、可靠性和安全性、敏捷性和易维护以及界面友好等；重新设计了XG公司外贸生产计划系统，确定了该系统的实施步骤，从组织保证和制度保证两方面提出了要求，从提高认识、执行控制、监督控制和人员培训等方面提出了该系统实施的具体措施。论文研究使XG公司外贸生产计划管理得到进一步完善，也对其他同类制造企业有一定参考和借鉴意义。

With the accelerated development of economic globalization， the competition in domestic and international tire market becomes very fierce， the upgrading pace of tire products accelerates continuously， there is an upward trend in orders of multi-varieties and small batch and product quality and delivery of orders have larger and larger influence on customers， which have a direct impact on the competitiveness and sales revenues of enterprises. It matters greatly to the XG Company how to scientifically make production plans and effectively control the implementation of production plans to achieve rational use of company resources， to deliver products according to customer requirements and orders， to reduce inventory and to improve market competitiveness. The paper makes a summary of overseas and domestic research status in related fields and production planning theory; the paper carries out analysis on the current situation of development and implementation of XG company’s foreign trade production plans and existing problems， including increase of inventory， inability to deliver according to customer requirements and others caused by failing to consider inventory changes during the development of foreign trade production plans， and analyzes the main causes of these issues; the paper analyzes the necessity and feasibility of XG company’s foreign trade company production planning system design; the paper proposes the design goals of system and determines the design principles， namely: combination of adaptability and advanced nature， reliability and safety， agility， ease maintenance and friendly interface; the paper redesigns the XG company’s foreign trade company production planning system， determines the implementation steps of the system， put forward requirements from the two aspects of organizational and institutional guarantees and proposes the specific measures for system implementation from improving cognition， execution control， supervisory control and personnel training. The paper further improves XG Company’s foreign trade company production planning and management and provides reference for other similar manufacturing enterprises.
