2010年8月，中共重庆市委三届三次全会审议并通过了《关于进一步扩大开放的决定》，按照市委的思路，将用10年时间把重庆建设成为“内陆开放高地”。内陆开放高地建设是重庆引领西部跨越式发展、探索内陆扩大开放和可持续发展的新路径。 本文首先在参阅前人研究文献的基础上，总结了相关评价指标262个，通过筛选和专家调查法，选取本文重点研究的20个指标，以此为基础，结合战略环境的SWOT分析，构建了“内陆开放高地综合发展水平”评价模型。结合重庆市2003~2011年的城市发展指标，通过实测数据，应用该评价模型进行了实证性评价。得出评价结论为：虽然2003-2008年评价值均小于80分，但总体而言，重庆市的内陆高地建设综合发展水平的总体趋势处于小幅上升的状态，特别是2011年综合评价值超过80分，说明重庆市建设内陆开放高地已初见成效，建设内陆开放高地的水平已比较好。接着进一步针对各个指标表现，分析了重庆市建设内陆开放高地的不足之处。最后，提出了重庆市建设内陆开放高地的战略选择如下：（1）利用市场竞争机制建设城市基础设施；（2）建设开放平台，构建产业集群；（3）建立健全内陆开放高地建设六大支撑体系；（4）坚持发展货物贸易和服务贸易，扩大吸收外资和对外投资，拓展服务外包市场，不断提高利用两种资源和两个市场能力，提升开放竞争力；（5）扩大国内外区域合作，推进内陆扩大开放；（6）努力建立国际化政府规制、公正高效开放的政府服务、国际化人才结构、国际化的工作生活环境。

Aug.2010, the third plenary session of the third CPC Chongqing Municipal Committee considered and adopted the on the further expansion of open decision.According to the idea of municipal Party committee, Chongqing will be built into inland open in 10 years. The construction of inland open will a lead a leaping development in the west of Chongqing, which explore a new path to inland opening-up and sustainable development. Based on the reference to existing research literature, summarizing 262 the related evaluation index, through screening and expert investigation method, this paper focuses on 20 indicators, on this basis, combined with SWOT analysis of strategic environment,construction of the inland open comprehensive development level evaluation model. With the index of Chongqing city during 2003~2011, according to the measured data, to empirical evaluation of the application of this evaluation model.Then,it draw a conclusion that: although during 2003-2008, the points were less than 80, but generally speaking, the overall trend of Chongqing city inland highland construction comprehensive development level in a modest increase, especially more than 80 points in 2011, Chongqing construction of the inland open highland has achieved initial success, the construction of inland open center level has better. Then for each index,analysis of the shortcomings of the Chongqing in municipal construction for inland open center.Finally, put forward the strategic choice of Chongqing city construct inland open are as follows: (1)the use of market competition mechanism of the construction of city infrastructure;(2)the construction of open platform, construction of industrial clusters; (3) establish and perfect six supporting system of the construction of inland open economy; (4) insist on the development of trade in goods and service trade, expand the absorption of foreign capital and foreign investment, expand the service outsourcing market, continuously improve the use of two resources, promote open competitiveness; (5)the expansion of domestic and international regional cooperation, promote the inland opening-up; (6)establish the international government regulation, make the government service fair and efficient, make the working and living environment into the international structure.
